Job Title: Human Resources Manager
Reports to: Chief Operations Officer Status: Full-Time
The Human Resources Manager is responsible for overseeing and managing all aspects of HR functions within Duke City. They play a key role in fostering a positive work environment, resolving employee issues, and implementing HR policies and procedures. Additionally, the HR Manager will collaborate with leadership to align HR strategies with overall business goals.
This position will oversee the technical and administrative aspects of human resources such as fostering a positive and evolving workplace culture, HR compliance, employee engagement activities, among other HR standards.
It is based in Albuquerque but may require occasional travel to locations in Los Lunas, Cedar Crest, Edgewood, Moriarty, and the west side. This position requires an on-site presence and is not a remote role.
Summary of Duties:
· Develop and monitor overall HR strategies, systems, tactics and procedures across Duke City services.

· Develop and implement HR strategies, initiatives, policies and procedures aligned with the overall business strategy
· Bridge management and employee relations by addressing demands, grievances and other issues
· Oversee the recruitment and selection process
· Assess training needs to apply and monitor training programs
· Supports the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
· Provides support and guidance for complex, specialized, and sensitive questions and issues; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodation, investigating allegations of wrongdoing, and terminations.
· Analyzes trends in salary, compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
· Creates learning and development programs and initiatives that provide internal development opportunities for employees.
· Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews policies and practices to maintain compliance.
· Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and HR industry standards.
· Performs other duties as assigned.
Required Skills:

· In-depth knowledge of employment-related laws and regulations of HR policies and procedures; local state and government employment laws and compliance regulations

· Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems.
Education, Experience, and Licensing Requirements:
· Bachelor's degree in Human Resources, Business Administration, or related field required.
· Three years of human resources experience required, HR management experience highly desired.
· PHR, SPHR, or similar HR certification highly desired.
Physical Requirements:
· Prolonged periods of sitting at a desk and working on a computer.
· Must be able to lift 15 pounds at times.
· Must be able to access and navigate each department at the organization's facilities.
Job Type: Full-time
Pay: $70,000.00 - $90,000.00 per year
