Owner that is responsible and accountable for shared Site Services, Utilities, and Facilities not under the direct accountability of Production Leaders or Maintenance Leaders. This often includes Contract Administration (CA), oversight of any resident or visiting contractor groups, Shipping & Receiving, and maintaining Site infrastructure and grounds. Maintains the appropriate corporate and site level metrics to improve the CA process. Keeps active field presence and assesses work activities routinely to maintain awareness of plant needs and understanding of personnel behaviors. Knows and supports Labor contractual agreements as needed. Develops a 5-year plan to forecast Capital Projects for facilities or potential changes to Services / Utilities.
Qualifications :
BS engineering discipline or equivalent experience required
10-12 years of manufacturing or related experience required
Responsibilities :
Drive a strong personal safety, process safety, and environmental improvement plan to achieve EH&S goals and ensure compliance with regulatory and permit requirements for production facilities within span of control
Relentlessly pursues maximum plant utility reliability to reduce department unplanned events and support safe operations
Teaches and encourages behaviors to support reliable operations
Ensures delivery of agreed to services as required by the business, area, or site
Development and implementation of site contract administration strategy, procedures, and processes
Ensures adherence to Corporate Contractor Safety Processes
Responsible for the development of and implementation of the Site Contractor Safety Plan
Oversight and training of Contract Administrators on site
Avoidance of and training for others on co-management issues
Maintains the appropriate corporate and site level metrics to improve the CA process.
Ensures appropriate technical review of work permits and plans (maintenance or improvement) such that Life Saving Rules are applied appropriately for the job
Keeps active field presence and assesses work activities routinely to maintain awareness of plant needs and understanding of personnel behaviors
Knows and supports Labor contractual agreements as needed
Develops strong partnerships with EHS, Production Leaders, and Maintenance Leaders to ensure the needs of the Site and each Business are met
Develops a 5-year plan to forecast Capital Projects for facilities or potential changes to Services / Utilities. The 5-year plan must ensure services and utilities provided are in a safe, cost-effective, reliable, and sustainable way.
Responsible for maintaining the Site infrastructure
Capabilities Required for this Role (Knowledge Skills & Abilities)
Education : Bachelor’s Degree
Discipline : Engineering or equivalent experience
Advanced degrees and training are beneficial
Typical 10 Years Manufacturing or Engineering Experience
Proven influential leadership skills in previous areas of responsibility
Demonstration of influential leadership to lead & mentor others
Previous Functional Leadership Experience is preferred.
Six Sigma or Lean skills are preferred
