This is a sworn Peace Officer twelve month administrative and technical position involving responsibility for planning, organizing, coordinating, directing, and enforcing the campus safety program of Dutchess Community College (DCC). Supervision is exercised over campus peace officers, campus guards, contracted police and security services, and other assigned subordinate personnel in multiple DCC sites. The work is performed in accordance with New York State Penal and Traffic Laws, governmental regulations, College rules, and by developing and implementing procedures, guidelines, and policies consistent with a community oriented policing philosophy. Incumbents will seek departmental and personal connections and partnerships to address both safety and community relations.

The Chief serves as a member of the professional staff within the College administration and reports to the Vice President of Administration or their delegate. Employees in this position may be required to work day, evening, night, holiday and weekend hours.

ROLES AND RESPONSIBILITIES:

The following is indicative of the level and types of activities performed by incumbents in this title. It is not meant to be all inclusive and does not preclude a supervisor from assigning activities not listed which could reasonably be expected to be performed by an employee in this title.
  • Develop, organize, direct, and enforce a comprehensive campus safety program in accordance with New York State Penal and Traffic laws, governmental and agency regulations and standards, and college rules.
  • Develop and maintain campus law enforcement operations that are focused on Community Oriented Policing philosophy.
  • Work with college administration, faculty, and other campus stakeholders to provide campus safety in accordance with best practices as recognized by state and national standards.
  • Develop and recommend to the President and the Board of Trustees for approval campus policies and procedures in the area of campus safety and security.
  • Participate as a member of the President's Cabinet.
  • Responsible for emergency preparedness planning and procedures which include emergency mass communication systems, training and emergency exercises.
  • Lead in the recruitment, hiring and evaluation processes of campus safety personnel.
  • Develop a budget on the basis of need and control assignments.
  • Responsible for physical security that includes building lock systems, key control, alarm and security video systems, for the main campus and off-site facilities.
  • Provide oversight of investigations relating to criminal or suspicious activities, and reports of improper conduct on the main campus and off-site facilities.
  • Reviews incident reports prepared by campus safety staff for completeness and accuracy, and ensures they are properly submitted and forwarded to appropriate campus departments as necessary.
  • Establish and maintain a favorable working relationship with external emergency response agencies, including police, fire and emergency medical services.
  • Provide oversight for regular inspections of all buildings, noting safety and security deficiencies; make proper notifications to insure compliance with acceptable standards.
  • Keep abreast of applicable laws, college rules and security procedures in accordance with best practices as recognized by state and national standards.
  • Maintain the department records management system, including incident logs, investigative reports, and evidence logs as required.
  • Participate in department, division and institutional assessment activities as required in addition to reviewing campus safety protocols for updating and improvement.
  • Perform related work as required, including but not limited to, fill in or support shift supervision, respond to calls for service as needed, make arrests and enforce traffic laws as warranted, participate on appropriate college committees.



Job Requirements:
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
  • Qualify as a Campus Peace Officer, according to the standards set forth by New York State Department of Criminal Justice Services (DCJS).
  • Thorough knowledge of the principles and practices of operating a campus safety program, with the ability to obtain knowledge regarding, Jeanne Clery Act compliance, Title IX, and FERPA as well as other Department of Education rules and regulations and SUNY guidelines, pertinent O.S.H.A. regulations, National Fire Prevention Act, familiarity with the National Incident Management System (NIMS) and the Incident Command System (ICS), and other safety and security regulations as applicable;
  • ability to develop and carry out a comprehensive safety program;
  • management and supervisory ability;
  • ability to establish and maintain effective working relationships with others;
  • ability to communicate effectively both orally and in writing;
  • ability to work independently;
  • ability to organize workload effectively; possess good judgment and self-initiative, and the ability to react to emerging safety concerns.
  • Possess demonstrated technical literacy regarding database management and proficiency with various software programs including but not limited to;
  • Microsoft Word, Excel, PowerPoint, Access and Outlook.
  • Ability to work in a diverse multicultural academic setting.



MINIMUM REQUIREMENT
  • Possession of a current New York State Police Officer or Campus Peace Officer certification, or equivalent as recognized by the New York State Division of Criminal Justice Services (DCJS).
  • Education: Bachelor's degree in Criminal Justice, or a related field and;
  • Experience: Ten years of experience as a sworn member of a local, state, federal or military law enforcement agency. Minimum of five years of supervision and management experience developing and administering public safety programs.

PREFERABLE REQUIREMENT

Prior experience as a campus safety officer working in a college, school or university environment in a supervisory or management position.

SPECIAL REQUIREMENTS
  • Maintain qualifications required of a Peace Officer by the State of New York.
  • Possess and maintain a valid New York State Pistol License.
  • Must possess a New York State Driver's License at time of appointment and during employment.
  • United States citizenship or permanent residency required.
  • Required to undergo and successfully complete a Background Investigation that includes a Psychological Assessment and Polygraph.

The position of Chief of Campus Safety and Security is a full-time permanent position.

Classification: Management Confidential (MC)

Salary: $100,000 - $120,000

WORKING CONDITIONS
  • The performance of this work is primarily in-person and on-site.
  • Flexible hours may be necessary.
  • Some travel locally will be necessary on an as-needed basis.
