Job Overview
The mission of the Domestic Violence Resource Center (DVRC) is to support and empower survivors and their children who are affected by domestic violence.
Under the supervision of the Housing Manager, addresses the needs of domestic violence survivors in an emergency shelter and transitional house setting using trauma informed best practices. This may include, but is not limited to, case management, crisis advocacy, and maintaining the general safety and well-being of shelter and all residents. The Case Manager/Advocate is responsible for communicating, overseeing, and upholding all Housing policies and guidelines at emergency shelter, and facilitating the day-to-day structure of the emergency shelter. This position conducts phone screenings and assists with client placements as well as answering the DVRC crisis line and the emergency shelter's business line.
Responsibilities
- Ability to work with and assist clients regardless of sex, gender, sexual orientation, race, ethnicity, socioeconomic status, age and/or disability.
- Provides case management and support to shelter residents as follows:
- Screening/Staffing potential clients.
- Intakes and Assessments. Managing Client Files.
- Provide Referrals and Resources
- Communicate regularly with supervisors regarding responsible requests for client assistance funds and budgets.
- Respond to crisis and be available for clients as needed.
- Provide Case Management for temporary hotel residents.
- Completes intake, strengths/needs assessment, and service plan, and identifies short- and long- term goals with survivor participants.
- Addresses participant needs including information, referrals, advocacy, emotional support, and safety planning.
- Helps build a strong community by being present and available, and facilitating groups and meetings as needed.
- Communicate and enforce guidelines and policies, providing verbal and written warnings as appropriate, providing positive feedback and documenting interactions with clients. Model appropriate boundaries with clients and demonstrate respect for client decision making.
- Educate staff and clients regarding COVID safety and best practices and ensure policies are followed.
- Collaborates with the Children’s Support Specialist to address the needs of children, parents, and families.
- Attends and actively participates in regular meetings with other staff members and community partners.
- Maintains records and data collection for federal, state, and other funding sources. Routinely completes reports, as assigned.
- Answer crisis and business lines and ensure that all relevant data is entered into Osnium in a timely manner.
- Follow up on Safety Checks conducted by Shelter Support Specialists to ensure cleanliness, security, and safety of residents.
- Act as team lead when appropriate.
- Respond to crises and/or be available for client check-ins while on shift. Consult with either the Housing Coordinator or the Housing Director as needed to resolve crises and provide consultation for other staff.
- Ensure weekly communal chores are being completed.
- Follow agency, VAWA, and HIPPA compliant policies related to sharing client information with law enforcement, DHS, courts, and all other agencies.
- Transports participants and/or their belongings, as needed and appropriate. Provide training for new staff.
- Other duties as assigned.
Qualifications
- Supportive of the Domestic Violence Resource Center’s mission.
- Must pass a criminal background check.
- Must complete the 40-hour Victims’ Advocacy Training, as required by the State of Oregon, within 30 days of employment, or as soon as reasonable.
- Bachelors’ Degree preferred. Similar experience, in lieu of degree, will be considered. Bilingual in Spanish preferred but not required.
- Individual case-management skills and/or trauma-informed skills for crisis intervention highly preferred.
- Strong oral and written communication skills required.
- Ability to set boundaries and model House rules (no drug and alcohol use, etc.). CPR/1st aide certified within 90 days of employment.
- Ability to consistently and effectively model appropriate behavior skills and boundaries to both adults and children.
- Experience working with people in crisis situations (previous work or experience with victims of abuse is preferred).
- Knowledge of local domestic violence, sexual assault, violence, and social organizations.
- Time management skills and ability to work independently and with a team.
- Ability to communicate effectively with co-workers, volunteers, and clients.
- Ability to climb stairs and a hilly driveway.
- Ability to lift 20-25 lbs.
- Must have an Oregon Driver License with a minimum of 3 years of driving experience and a clean driving record.
- Driving on behalf of agency business is required.
- The ability to use technology necessary for day-to-day functions in a business environment including databases, Microsoft Office Suite including Word, Excel, Outlook, etc., and Internet technology as work may be required to be completed remotely as needed.

Working Conditions:
- Work environment is in a home-like setting that has natural and artificial lighting. May be exposed to cleaning solvents, bloodborne pathogens, and animals. Position requires frequent use of steps, repetitive motion with keyboard and use of computer mouse. Property has a hilly driveway and caution is advised during rainy, icy, and or snowy conditions. May require driving on a regular basis. Overtime may be required.
