POSITION OPENING JOB TITLE: Director of Administrative Services


E-470 OVERVIEW: E-470 Public Highway Authority is a dynamic 47-mile toll road on the eastern perimeter of the Denver Metro area that serves its customers as well as providing back-office tolling services for all other toll facilities in the State of Colorado. E-470 strives to provide top-notch customer service, improve safety and save time for our drivers while being Colorado’s one-stop-shop for tolling.


JOB FUNCTION: The Director of Administrative Services will lead and enhance our organization’s financial operational and administrative efforts. This position will serve as a strategic thought partner to the Controller, Director of Fiscal Services and the Chief Financial Officer and be a pivotal position in collaborating with other departments. This role will focus on comprehensive budget development and oversight for the department and organization, provide effective contract management and oversight of procurement processes, provide guidance related to revenue and traffic revenues and expenses, continuous process improvement strategies for the department, and maintaining a robust knowledge base. The ideal candidate will have a deep understanding of operational efficiency, process optimization, and financial management. With a strong analytical mindset and proven leadership abilities, the Director of Administrative Services will be instrumental in driving financial excellence and aligning day-to-day functions with the Authority’s broader goals.


JOB DUTIES:


• Budget Oversight:

o Participates in the development of the Authority’s budget; monitors and administers the adopted budget; assists in the development of long-range forecasts of cash flow, revenue and funding; supervises and participates in midyear budget reviews.

o Take ownership of developing and managing the annual operations budget, ensuring that it aligns closely with the organization’s strategic objectives and long-term financial goals.

o Provides guidance and support to the monitoring of operational and capital expenditures and financial performance, proactively identifying areas where cost savings can be achieved, or efficiencies can be improved.

o In coordination with the Budget and Capital Analyst, prepare and present detailed financial reports to senior management on a regular basis, offering insights into budget performance and making recommendations for adjustments based on trends, forecasts, and operational and capital needs.


• Procurement and Contract Management:

o Provide oversight and assistance in the Authority’s procurement and contract administration process.

o Assist in the development of organizational policies and guidance, legal requirements, and regulatory standards, while also safeguarding the organization’s interests.

o Regularly assess vendor performance, conducting performance reviews and ensuring service levels meet agreed-upon benchmarks. Address any performance or compliance issues in a timely and constructive manner.


• Continuous Improvement:

o Lead cross-functional initiatives to streamline and optimize financial processes, with a focus on driving efficiency, reducing waste, and improving overall organizational performance.

o Champion a culture of continuous improvement within the organization by encouraging staff at all levels to identify and contribute ideas for process improvements and operational innovations.

o Implement and institutionalize best practices across all departments, ensuring that improvements are scalable, sustainable, and aligned with the organization’s goals.


• Staff Management:

o Manage a diverse workforce and serve as a resource for department personnel, Authority staff and other organizations; coordinates pertinent information, resources and work teams necessary to support a positive and productive environment.

o Attends and participates in professional meetings; stays current on issues relative to the field of finance and administrative services and service delivery responsibilities; maintains a customer service orientation within the department; responds to and resolves sensitive and complex organizational inquiries and complaints.


• Knowledge Base:

o Currently possess or ability to obtain knowledge of modern principles, practices and techniques of municipal finance administration, organization and operation; and Generally Accepted Accounting Principles (GAAP); principles and practices of automated financial management systems; internal audit controls and municipal financial analysis; cost accounting and analysis.

o Principles and practices of budget administration; procurement and contract management, applicable federal, state and local laws, codes and regulations, and data management.

o Methods and techniques of supervision, training and motivation; methods and techniques of scheduling work assignments; standard office procedures.


SKILLS AND REQUIREMENTS:


• Proven leadership skills, with experience in managing cross-functional teams and driving large-scale improvements utilizing data analytics.

• Strong communication, analytical, and problem-solving skills, with the ability to present complex data and recommendations to senior management in a clear and actionable manner.

• Extensive knowledge of continuous improvement methodologies such as Lean, Six Sigma, or other process optimization frameworks, with a demonstrated ability to apply these concepts to drive measurable results.

• Plan, direct, manage and coordinate the work of the department’s Administrative Services division.

• Analyze complex financial and administrative issues, facilitate group participation and consensus building.

• Participate in the establishment of division and/or department goals, objectives, policies and methods for evaluating achievement and performance levels.

• Interpret, explain and apply applicable laws, codes and regulations.

• Plan, organize, train, evaluate and direct work of assigned staff; adjust standard operating procedures as necessary to improve organizational effectiveness; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments.

• Work independently and as part of a team; make decisions within established guidelines; analyze a complex issue and develop and implement an appropriate response; observe safety principles and work in a safe manner.

• Communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.


QUALIFICATIONS (Education and/or Experience):

• Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Director of Administrative Services. A typical way of obtaining the required qualifications is to possess the equivalent of at least seven (7) years of broad and extensive experience in financial or business management, including at least three years in a responsible management capacity, and a bachelor’s degree in finance, accounting, public administration, business administration or a closely related field.


JOB TYPE: FULL-TIME

• Pay Range: $175,000-$200,000
