We are seeking a highly skilled and experienced IT Project/Program Manager to lead complex Records and Information Management (RIM) projects, serving as the primary contact for the government client. The successful candidate will have proven expertise in implementing technical solutions, including software installation, configuration, and related documentation. This position requires a deep understanding of record-keeping practices, compliance with internal policies and National Archives and Records Administration (NARA) guidelines, and the ability to manage RIM solutions, particularly Microsoft Purview Records Management or similar platforms.
Key Responsibilities:
· Supervise and manage the performance of both prime and subcontractor resources, ensuring they meet contract requirements and performance standards.
· Ensure all deliverables and work products are completed and delivered according to established due dates.
· Maintain a team of qualified and capable resources to meet project requirements effectively.
· Ensure all contractor staff adhere to guidelines and standards.
· Promptly inform the COR of any potential delays or issues as soon as they are identified.
· Lead and manage the execution of complex RIM projects, ensuring adherence to timelines, budgets, and quality standards.
· Implement and manage quality assurance activities to ensure services meet Performance Work Statement (PWS) quality requirements and are delivered on time and within budget.
· Oversee the implementation of technical solutions related to RIM, including software installation, configuration, and documentation preparation.
· Demonstrate comprehensive knowledge of record-keeping practices, including organization, handling, storage, retrieval, and destruction of records in compliance with internal policies and NARA guidelines.
· Review, synthesize, and prepare highly technical, sensitive, and complex documents, including briefing materials, management directives, and correspondence.
· Develop detailed project plans, including scope, schedule, and resource management, and ensure successful project execution.
· Review, update, and distribute documents and reports, ensuring they are accurate, clear, and free of defects.
· Actively participate in meetings with government stakeholders, reporting on task status and progress as outlined in the PWS.
· Provide effective management, direction, administration, and leadership to ensure successful execution of contract services.
· Accurately transcribe, create, update, and distribute meeting minutes as per the delivery schedule.
· Collaborate with the COR to ensure timely and accurate submission of background investigation documents.
· Assist the COR in conducting, completing, and tracking required annual training for staff.
· Identify potential risks or issues and promptly communicate them to the COR and other PMs.
· Ensure the COR is informed of any situations that could negatively impact contractor performance or cause schedule delays, including dependencies on external information.
Experience: Minimum of 8 - 10 years of experience in project/program management, with a demonstrated track record of managing complex projects in a government contracting environment preferably in Records Management and Information Technology.
Knowledge:
· Familiarity with OPM, Treasury, and IRS guidelines and standards.
· Experience with record-keeping practices, especially in compliance with NARA guidelines.
· Understanding of quality assurance principles and practices.
· Experience in managing risks and issues in a project environment.
Education: Bachelor?s degree in Computer Science Engineering, Information Systems, or a related field.
Certification: Must have PMP certification.
