Position Overview
The HMIS Administrator is responsible for overseeing the management, maintenance, and enhancement of the Homeless
Management Information System (HMIS). This role ensures data integrity, compliance with federal and local reporting
requirements, and provides technical support and training to partner agencies.
The ideal candidate will have a strong background in data management, system administration, and a commitment to improving
homelessness services through accurate and efficient data collection.
Key Responsibilities
System Administration & Data Management
· Manage and maintain the HMIS database, ensuring accuracy, security, and compliance with federal, state, and local
regulations.
· Oversee user access, license utilization, program updates, bed inventories, system updates, and troubleshooting to ensure
smooth operation of the HMIS.
· Monitor data quality, conduct regular audits and cleanup efforts to improve reporting accuracy through modules such as the
HUD EVA system.
· Assist in developing and implementing data entry standards, policies, and procedures for system users.
Reporting & Compliance
· Generate federal, state, and local reports, including HUD?s Annual Performance Report (APR), System Performance
· Measures, and Point-in-Time (PIT) Count reports.
· Ensure compliance with HUD?s HMIS Data Standards, federal privacy laws, and other applicable regulations.
· Work closely with agency leadership and partner agencies to analyze data trends and support strategic decision-making.
Training & Technical Support
· Provide ongoing training and technical assistance to agency and community partner staff on HMIS usage, data entry, and best
practices.
· Monitor and resolve HMIS user help tickets.
· Develop training materials and user guides to ensure consistent system use.
· Serve as the primary liaison between software vendors, partner agencies, and leadership teams to resolve technical issues
and optimize system functionality.
Collaboration & Community Engagement
· Work with community partners to ensure HMIS data is effectively used for coordinated entry and service planning.
· Support research and evaluation efforts by providing data insights and analysis for policy and program improvements.
· Represent the organization in HMIS-related meetings, committees, and workgroups at the local and national levels.--
Qualifications
Education & Experience
· Bachelor’s degree in data management, information technology, social sciences, public administration, or a related field
(equivalent experience may be considered).
· At least 3 years of experience in database management, data analysis, or HMIS administration within a nonprofit, government,
or social services setting.
· Experience working with HUD funding and reporting requirements, including CoC and ESG programs, is highly desirable.
Skills & Competencies
· Proficiency in HMIS software (e.g., WelSky, Clarity, ServicePoint, Bitfocus,) and data management tools (e.g., Excel, SQL,
· Tableau, or other reporting platforms).
· Strong understanding of HUD?s HMIS Data Standards, privacy laws (HIPAA, FERPA), and security best practices.
· Excellent analytical, problem-solving, and critical-thinking ski ls, with the ability to interpret and present complex data.
· Strong training and communication ski ls, with the ability to support users with varying levels of technical expertise.
· Detail-oriented with the ability to manage multiple projects and meet deadlines in a fast-paced environment.
· Commitment to equity, data-driven decision-making, and improving homelessness services
· Valid driver?s license and ability to travel within Lucas County for meetings and training.
