GENERAL POSITION SUMMARY:

Under the direction of the Regional Manager, monitors program services and facility compliance with federal Head Start Performance Standards, Community Care Licensing and other local, state and federal regulations as well as Agency/Program policies and procedures. Participate in training, monitoring and evaluating center- based program staff. Ensure integration of all service areas into the daily operation of assigned center(s). Facilitate communication within the center(s) and with other program staff. Levels are determined by the number of children served. 50 or less is a Level I and 50 or more is Level II.

ESSENTIAL JOB RESPONSIBILITIES:

PERFORMANCE INDICATORS

Administration

  • Oversees center(s) classrooms to ensure a safe, healthy, welcoming environment for infants, toddlers and preschool children that are in compliance with all applicable standards and regulations.
  • Depending on center assignment, may oversee home-based services to families to ensure compliance with all applicable standards and regulations.
  • Orients new center staff and volunteers on site procedures, safety routines and other requirements.
  • Ensures that classrooms are appropriately staffed (including ensuring substitutes are available to cover staff absences) and that classrooms are adequately equipped.
  • Monitors center(s) budget for classroom, janitorial supplies, and food program, as assigned.
  • Under the direction of the Regional manager exercises judgment as necessary during the course of day to day operations at the site level.
  • Completes necessary forms, reports, monitoring and documentation to support site operations.
  • Oversees the purchasing at site level, tracking and distribution of classroom supplies.
  • Ensures positive transition for children is made between program options and with local school districts.
  • Limited classroom teaching responsibility, as assigned.
  • Maintains confidentiality with respect to information and records concerning children, families and staff.
  • Ensures all Agency Safety Program efforts are enforced.
  • Other duties as assigned within the scope of position classification.

Program Governance

  • Supports compliance of overall operations of program procedures and services.
  • Completes and submits accurate and timely reports as assigned.
  • Other duties as assigned within the scope of position classification.

SUPERVISORY RESPONSIBILITIES:

  • Supervises and evaluates the performance of center staff, as assigned.
  • Promotes positive communication: holds regular staff meetings, including the printing and distribution of agendas and minutes; ensures that parent meetings and events are properly scheduled and carried out; ensures that parent concerns/complaints are addressed in a timely manner; and serves as point of contact between the Center(s) and Program Administration.
  • Oversees other staff members, in the daily cleaning and maintenance of the center.
  • Participates fully and works cooperatively as a team member; addresses complaints and works to resolve problems effectively and efficiently with support of the Regional Manager.
  • Other duties as assigned within the scope of position classification.

SUPPORT CACFP:

  • Supports the Child and Adult Care Food Program including implementation and
  • Performs monitoring, documentation and review of menus, meal components, portions and quantities, and purchase orders; submit reports as required.
  • Participates fully and works cooperatively as a team member; addresses complaints and works to resolve problems effectively and efficiently.
  • Other duties as assigned within the scope of the position classification.

SECONDARY FUNCTIONS:

  • Generates, collects and/or maintains, current, accurate, organized, written and electronic records and reports as required (i.e. sign-in sheets, in-kind, payroll)
  • Collects and submits accurate and timely reports as assigned.
  • Ability to take the lead on projects as assigned.
  • Other duties as assigned within the scope of position classification.

MINIMUM REQUIREMENTS:

  • BA or higher in Early Childhood Education or Child Development (also may require 3 units with a “C” grade or better in Early Childhood Education administration)
  • Minimum 1-year experience (minimum 3 hours/day for 50 days within a 6 months period is equal to one-year experience);
  • Minimum of 1-year supervisory experience.
  • May be required to complete three units of Early Childhood Education course work with a “C” grade or better relating to infants and/or toddlers.
  • Possession of a valid drivers' license; current personal vehicle insurance or safe driving record sufficient to ensure insurability through Agency policy.
  • State regulations require a physical examination, current tuberculosis test, and verified fingerprint and criminal record clearance before beginning work.
  • Must be able to achieve and maintain all eligibility requirements as set forth by all State, Local and Federal mandates.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to obtain Reliability certification in CLASS.
  • Ability to read and comprehend documents such as safety rules, operating and maintenance instructions and procedure manuals.
  • Ability to respond effectively to sensitive inquiries or complaints.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of parents or employees of organization.
  • Bilingual/biliterate (English/Spanish, English/Hmong or English/Punjabi) and/or other language ability may be required based on program needs.
  • Ability to add, subtracts, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compare rate, ratio and percent.
  • Ability to understand and use a variety of computer applications and appropriate software, including spreadsheets, word processing; and workplace electronic technology, including internet access, networking and email.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized or not standardized situation.
  • Knowledge of and sensitivity to diversity and understanding the needs of families from different cultures and socioeconomic backgrounds.
  • Knowledge of sound medical, dental and nutritional practices for young children.
  • Awareness of community resources and services.
  • Effective organizational and time management skills including ability to handle multiple tasks simultaneously and meet deadlines.
  • Ability to problem-solves and be proactive.
  • Ability to work and communicate effectively and professionally with supervisor, coworkers, parents, children and members of the community.
  • Ability to travel occasionally within and outside the Head Start service area.
  • Ability to work some evenings and weekends for family child care/parent trainings, parent center committee meetings and recruitment events.
  • Ability to learn and comply with Head Start Performance Standards, Federal, State and local laws concerning the operation of child care centers.
