POSITION: WIC ADMINISTRATIVE MANAGER
REPORTS TO: PROGRAM DIRECTOR/REGISTERED DIETITIAN

SUPERVISORY RESPONSIBILITIES: DIRECTS THE WORK OF DIRECT SERVICE, SUPPORT AND SUPERVISORY PERSONNEL

GENERAL POSITION SUMMARY:
Follows all WIC Performance Standards, Agency and Program policies and procedures and other applicable Federal and State regulations to successfully accomplish Agency and Program goals and objectives. Adheres to agency confidentiality policy with respect to information and records concerning families and staff. Performs administrative duties as staff supervisor and program manager. Travels to various communities throughout Lake County service area and out of area conferences and trainings. Maintains professional and ethical standards in accordance with agency policy, code of conduct and legal requirements.
 
ESSENTIAL JOB RESPONSIBILITIES:
PERFORMANCE INDICATORS
 
Administration (60%)
 
WIC Program Operations
  • Creates reviews and updates monthly and daily WIC WISE and staff schedules.
  • Oversees card stock inventory, receiving, and storage.
  • Participates in program monitoring activities and visits.
  • Responsible for overseeing the maintenance of inventory, equipment, sites, and vehicles.
  • Participates in outreach activities.
  • Other duties as assigned within the scope of position classification.
 
Supervisory Duties
  • Ensures adequate staffing to meet WIC program requirements, oversees day-to-day operations and staffing patterns, edits monthly staff calendar as WIC WISE as needed.
  • Participates in the development of WIC annual budget.
  • Works with Director to facilitate regularly occurring staff meetings to provide updates on policies and procedures.
  • Coordinates and oversees activities of the Nutrition Education Coordinator, Staff Training Coordinator, Breastfeeding Coordinator, Outreach Coordinator, NVRA Coordinator, LVL and Farmers Market Coordinator.
  • Participates in annual performance appraisals and regular counseling and feedback.
  • Participates in a variety of personnel actions including selections for promotions, orientation and training, performance evaluations, recommending disciplinary actions and dismissals, and working with employees to correct deficiencies.
  • Ensures quality services and participates in file review, staff observation, and staff mentoring activities.
  • Performs time card and time-study approvals.
  • Approves day-to-day billing, purchases, completes and submits purchase orders, approves LATs, travel advances/reconciliations.
  • May travel to GAA office for meetings.
  • Enforces the Agency Safety Program.
  • Assists with hiring, training, and supervising support staff.
  • Communicates with community organizations to promote healthy eating, ensure access to healthy food and provide healthy living activities for WIC participants.
  • Prepares and presents reports as required.
  • Attends staff meetings, State sponsored conferences and professional educational trainings as authorized.
  • Communicates with State Consultants as necessary.

Client Services (OPTIONAL - 30%)
  • Responds to common inquiries or complaints from customers, regulatory agencies, or members of the community.
  • Responsible for screening of prospective clients, assembles necessary materials and data for enrollment and nutrition counseling.
  • Determines participant eligibility for WIC program and completes certification process following federal and state program regulations.
  • Determines nutrition and /or health risks during the certification process.
  • Assess need, provide referrals, and follow up to health care providers, public health nurses and other agencies as needed.
  • Maintains accurate WIC participant records, documenting certification information and nutrition education contacts in WISE.
  • Issues and tailors WIC food packages appropriately.
  • Orients participants to the WIC program guidelines and educates those regarding WIC food benefit transactions at the grocery store.
  • Refers high-risk clients to Registered Dietitian.
  • Follows high-risk care plan and agency protocols in counseling high-risk clients.
  • May represent E Center at Regional Meetings, participates in monthly Director’s Calls and State WIC program sponsored trainings and conferences.
  • Acts as liaison with area medical providers and community agencies.
  • Other duties as assigned within the scope of position classification
 
Nutrition Education (OPTIONAL - 10%)
  • Provides reliable nutrition advice that addresses the individual nutritional needs of the participant.
  • Tailors nutrition education to the participant’s knowledge, skills, and motivation to change, participant-centered education.
  • Refer high-risk participants to the Registered Dietitian/Degreed Nutritionist or present information for additional health care referrals.
  • Conducts health, nutrition and breastfeeding contacts for prenatal and postpartum women, infants, and children.
  • Develops and documents individual nutrition interventions and education plans to meet the participant’s needs and education frequency requirements.
  • Follows up from previous nutrition education contacts and high-risk care protocols to assess for behavior change.
  • Plans and provides participant-centered individual and group nutrition and breastfeeding education contacts.
  • Other duties as assigned within the scope of position classification
 
MINIMUM REQUIREMENTS:.
  • Minimum of 3 years supervisory experience required.
  • Bachelor’s degree in Nutrition Dietetics, Public Health Nutrition or closely related field preferred.
  • Registered Dietitian preferred.
  • Previous training experience in either individual or group settings.
  • Bilingual, bi-literate, English/Spanish, English/Punjabi, English/Hmong, and/or other language ability based on program needs preferred.
  • State regulations require a physical examination, current tuberculosis test, and verified fingerprint and criminal records clearance before beginning work.
  • Possession of a valid drivers' license; current personal vehicle insurance or safe driving record sufficient to ensure insurability through Agency policy.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Ability to read, analyze, and interpret general periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports and business correspondence.
  • Ability to effectively present information and respond to questions from groups of participants, employees of the organization, and the public.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to understand and use a variety of computer applications and appropriate software, spreadsheets and word processing, such as Microsoft Office and workplace electronic technology, including internet access, networking, and e-mail.
  • Advanced personal computer skills including ability to design and develop databases; create computerized presentation/training materials; and use advanced graphics design applications; desired.
  • Ability to apply common sense understanding to carry out instructions, solve practical problems, and interpret a variety of instructions furnished in written, oral, or schedule form
