POSITION TITLE : Provider Compliance Specialist FLSA STATUS : Non-Exempt PAY GRADE : N2 PAY RATE : $20.60 to $27.87 per hour DEPARTMENT : Operations
Position Summary
The Provider Compliance Specialist supports the Provider Support Manager and team to ensure compliance with Division of Early Learning (DEL) regulations for both the Voluntary Prekindergarten (VPK) and School Readiness (SR) programs. This position is responsible for ensuring adherence to VPK Improvement Plans, VPK FAST Star Assessments, CCR&R, school readiness health & safety, contracts, and monitoring requirements.
Key responsibilities include conducting Tier 1 monitoring for School Readiness contracting providers, maintaining comprehensive compliance records, and managing provider profiles and contracts. The role also involves providing technical assistance, tracking data, analyzing trends, and generating intermediate-level reports.
A strong understanding of state rules and regulations governing both the Voluntary Prekindergarten (VPK) and School Readiness (SR) programs is essential. This position serves as a critical liaison between DEL, ELCHC, and the childcare provider community, ensuring providers meet all program requirements.
Requirements
Essential Duties and Responsibilities
- Monitor and track compliance of VPK Improvement Plans and assist with VPK FAST Star Assessments for VPK providers in collaboration with Provider Support Specialists, including issuing Provider Support Plans (PSP) and Corrective Action Plans (CAP).
- Ensure timely completion of required documentation related to contracts, VPK FAST Star Assessments, and Improvement Plans.
- Directing calls and emails regarding questions and issues related to VPK providers on probation and VPK FAST Star Assessments to the appropriate team members.
- Responsible for year-long SR Tier 1 monitoring to ensure compliance with program requirements.
- Enter detailed client information into state and local databases accurately and promptly.
- Identify and report expired documents per region monthly to the assigned contract specialist, ensuring timely follow-up.
- Prepare and submit required monthly reports, including the Gold Seal Report, insurance report, and Balance Scorecard.
- Utilize Webauthor to document compliance activities, including follow-ups for Technical Assistance (TA), PSPs, and CAPs.
- Manage the Health & Safety inbox and respond to related inquiries.
- Draft probation, termination, and consideration letters for non-compliant providers, and compile appeal packets for providers contesting compliance decisions.
- Provide support for Health & Safety Technical Assistance visits and related tasks as needed.
- Perform other duties as necessary to maintain the organization's success, as determined by leadership.
