East Bay Municipal Utility District (EBMUD) is looking for motivated individuals eager to pursue a career in Human Resources as a Human Resources Analyst I. Initially, job duties are performed under close supervision in a training capacity. As experience and proficiency are gained, assignments become progressively more diversified and difficult while supervision gradually decreases. This class is alternatively staffed and incumbents may advance to Human Resources Analyst II after gaining experience, demonstrating proficiency, and meeting the requirements for the higher-level class. The eligible list established from this recruitment may be used to fill vacancies in any area of Human Resources. The current vacancy is in the Employee Services Division (Benefits unit).
In the Employee Services Benefits unit, the HR Analyst I will gain knowledge of employee benefits and use technical and analytical acumen to help with administration and process improvements around new hire onboarding, employee benefits communications and marketing, employee benefits administration and auditing. The role works closely with the staff across Employee Services in the areas of employee benefits, employee records and retirement, and more broadly with employees in other areas of human resources.
Typical duties in the Employee Services (Benefits unit) include:
• Providing consultation to department managers and work groups through the application of a variety of human resource management disciplines to address such issues as improvements to onboarding processes and benefit plan administration.
• Analyzing, interpreting, and applying statistical data, relevant policies, procedures, rules, applicable regulations and laws, memoranda of understanding, plan documents and insurance contracts relating to the administration of all employee benefit plans.
• Participating in the planning, development, and implementation of new and revised human resource program elements and innovations to address issues of employee onboarding, benefits administration and attraction and retention strategies by researching, recommending, and explaining employee benefit programs.
• Assisting in the development and implementation of new or revised processes and procedures.
• Communicating effectively orally and in writing.
• Assisting in the resolution of general and complex benefits questions/issues. Providing practical solutions and alternatives in compliance with regulatory guidelines. May serve as a resource and/or mentor to other members of the Benefits team.
• Assisting in creating statistical reports and data analysis useful to management decision making and bargaining negotiations relating to employee benefits.
• Assisting in the planning and implementation of Benefits Open Enrollment including development of communication materials, presentations, and information packages to keep employees informed and up to date.
• Utilizing web technology to communicate benefits information and programs to employees.
• Researching, compiling, analyzing, evaluating general and statistical information regarding a variety of human resource management practices; may conduct special studies as directed.

The salary range for Human Resources Analyst I is $9,126 per month, increasing to $9,582, $10,061, and $10,564 after 6, 18 and 30 months respectively.

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.
3. Application materials will be reviewed and those applicants meeting the minimum requirements will be invited to an in-person written test (weighted 50%) scheduled for Friday and Saturday March 29 and 30, 2024. The test subject areas may include reading comprehension, mathematics and statistics, English usage, and analysis of information.
4. Those passing the written test will be invited to a panel interview (weighted 50%) which may include a work sample project, tentatively scheduled for mid-to-late April 2024.
5. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.
6. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
