THE OPPORTUNITY: 

The Park District is currently recruiting for an experienced Applications Manager. This position is located at the Park District’s Administrative Office, 2950 Peralta Oaks Ct., Oakland. The hiring pools established from this recruitment will be used to fill the current vacancy and additional vacancies that may occur during the one-year life of the hiring pools.

WHAT YOU’LL BE DOING: 

Reporting directly to the Chief Information Officer, this advanced journey level, single position classification serves as a member of the Park District's management team, with responsibility for managing and developing staff, providing expert advice, consultation and recommendations related to the development and implementation of the goals, objectives, and priorities of the Park District's information systems, and for assisting with the overall management and implementation of the Park District's information and applications systems. This classification is distinguished from the higher-level classification of Chief Information Officer in that the latter has overall responsibility for directing and administering the activities of the Information Services Department and determining the information services needs and strategy for the Park District. It is further distinguished from the lower-level class of Business Analyst in that the latter is primarily responsible for the ongoing maintenance of the Park District's systems and applications whereas the former is responsible for managing subordinate staff, complex projects, and leading the implementation and integration of those systems and applications.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Analyzes, designs, develops and implements Park District enterprise systems and applications; manages special projects related to the design and growth of the Park District's enterprise applications; oversees project management on a variety of application and systems projects; develops contracts, timelines, deliverables, publications, and/or policies; establishes and maintains security access standards in conjunction with user committees and Criminal Justice Information Services (CJIS) mandates; develops procedures to maintain security and protect systems and applications; supervises, and evaluates, assigned staff consisting of professional, technical, support staff, and/or consultants/contractors; assists with the evaluation of, and recommends, new applications for the Park District; responds to instances of system and application outages; performs troubleshooting and diagnostic services to determine the cause of application problems and provide timely resolution; conducts analysis and research; serves as a technical resource to Park District Departments/Divisions; ensures compliance with established laws, regulations, policies and procedures; prepares and reviews a variety of written reports and correspondence; develops procedures and documentation for data backups, restores, and disaster recovery; ensures compliance with Park District policies and procedures; serves as a Park District representative to outside agencies, organizations, contractors and the public; serves as a subject matter expert on a variety of internal committees, work groups, and task forces; and may present to, or prepare material for, the General Manager and/or Board of Directors; serves as back-up to the Chief Information Officer; and performs related duties as assigned.Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: A bachelor’s degree from an accredited college or university with major course work in management information systems, computer science, or a related field;
AND
Experience: Five (5) years full-time increasingly responsible experience developing, analyzing, supporting and implementing complex applications and systems, of which one year must have been in a lead or supervisory capacity
OR
Substitution: Seven (7) years full-time increasingly responsible experience developing, analyzing, supporting and implementing complex applications systems and networks, of which one year must have been in a lead or supervisory capacity.

License or Certificate:   Possession of a valid California Driver’s License is a condition of initial and continued employment in this classification.The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of: principles and methods of data, applications and systems analysis; Park District data, applications, business processes, methods for administering, deploying, maintaining, configuring, and troubleshooting a variety of applications and related systems; and principles of effective supervision; District's Equal Employment Opportunity Policy objectives. A supervisor's role in the Equal Employment Opportunity Policy objectives and the processes available to meet objectives.

Ability to: manage projects; prepare, maintain and manage project plans and documentation; develop reasonable cost and time estimates; plan, organize, assign and review the work of subordinates; train, guide and evaluate the development of subordinates; manage data and applications; provide technical consulting related to systems/network; understand emerging technology and make recommendations for improved service and efficiencies; document installations, problem resolution, procedures and processes; translate user needs into system solutions; create, analyze, and validate detailed functional specifications; interpret and apply policies and procedures; prepare detailed reports and correspondence; demonstrate interpersonal sensitivity; Effectively contribute to the District's Equal Employment Policy objectives ;exercise sound judgement, initiative and tact; analyze and problem solve; communicate clearly and effectively both orally and in writing; manage multiple competing priorities; and establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.

CONDITIONS OF EMPLOYMENT: 
 Must pass a level 2 Background Check. 
This position may be required to respond and assist in the event of a system outage as needed and may be required to work unusual hours.

MANAGEMENT DESIGNATION: 

This position is not affiliated with a union and is considered part of the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule, this position may require availability to work evenings and/or weekends. The probationary period for this position is one year. This position is designated as “at-will” and serves at the pleasure of the General Manager.
