The Park District is seeking an experienced and team-oriented Senior Human Resources Analyst focused on Return to Work and Disability Management. This position is assigned to the Risk Management Unit, which is located at the Administrative Headquarters.  The hiring pools established from this recruitment will be used to fill the current vacancies and any additional vacancies that may occur during the one-year life of the hiring pools.

What You'll Be Doing:
This position reports directly to the Risk Manager.  The Senior Human Resources Analyst performs a wide array of duties including working with Managers to oversee human resources programs to support recruitment, examination and selection, classification, compensation, benefits, employee and labor relations, workforce diversity, and organizational training and development.  This specific vacancy is focused on leading the disability management and return to work programs. Also, this position conducts analytical studies of human resources issues; provides staff support to District management, supervisors and employees in all human resources management areas; and performs related duties as assigned.
 
The job requires a collaborative, seasoned professional who will adhere to the District’s culture of teamwork, accountability, innovation, empowerment, transparency, and service to its customers.  This position serves as a technical expert or lead with responsibility for providing high level advice, consultation and recommendations related to the development and implementation of the goals, objectives, policies, procedures and priorities of an assigned human resources program.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Performs responsible administrative and management support to the Human Resources Department, serving as a key technical resource; independently acts as project and technical lead in a variety of complex assignments; coordinates consultant activities; plans, coordinates, and reviews the preparation of various reports, correspondence, tabulations, and summaries in order to achieve Park District objectives related to the Park District’s mission, vision and Master Plan priorities.

Develops, conducts and coordinates recruitment campaigns for sensitive and specialized classifications; serve as liaison to operating departments; develops, analyzes and revises written and oral examinations, assessment centers and other testing instruments; administers examinations; develops and applies scoring criteria; conducts statistical analyses of examination results, including item analysis, analysis of adverse impact and item correlations to ensure that examinations conform to professional and legal standards; plans and conducts classification studies and compensation studies, including directing other professional staff in the auditing of positions, prepares and revises classification specifications, and recommends the allocation of positions to new or existing classifications; collects and analyzes compensation information; recommends compensation levels for classifications based on consideration of external data, internal relationships and alignments, compensable factors, total compensation, and related information.

Provides consultation to management representatives on personnel, employee/labor relations and human resource matters relating to the interpretation of MOUs, personnel rules, laws and regulations; assists in management's handling of work performance issues, progressive discipline actions, and grievances; conducts investigations; may represent management and/or serve as fact finder in the grievance or appeals processes; mediates grievances and appeals at the informal stages; participates in meet and confer and negotiations; analyzes requests and makes recommendations to the chief spokesperson; participates in strategy development to implement and interpret agreements; coordinates implementation of new agreements and may conduct briefing sessions; coordinates specific issues or segments of the employee relations process, as assigned.

Assists department and division managers in staffing and organizational analysis, work simplification and/or human resources matters; maintains departmental organization charts and ensures accuracy with position allocation and control systems; analyzes and/or researches and makes recommendations on District-wide human resources, personnel administration, employee relations and/or other administrative matters, as assigned; supports and reinforces the District's long range objectives to determine the needs for organizational effectiveness; and performs related duties as assigned.
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: A Bachelor's degree from an accredited college or university with major course work in human resources, industrial relations, business administration, public administration or a related field.
AND

Experience: Three (3) years of progressively responsible experience human resources management, which may include recruitment examination, selection, employee and labor relations, training or instructional design, benefits, human resources information systems (HRIS) and job classification, preferably in a public agency.

Substitutions: A Master's degree from an accredited college or university with major course work in human resources management, industrial relations, business administration, public administration, personnel administration, or a related field may be substituted for a maximum of one (1) year of the required experience.

License or Certificate: Possession of a valid California Class C Driver's License is a condition of initial and continued employment in this classification.
The following generally describes the knowledge and ability required to enter the job and/or to be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of: principles and practices of public personnel administration, including recruitment, selection, classification, compensation, employee training, organizational development and labor relations, including the strategic roles of a human resources professional; the Park District's Equal Employment Opportunity Policy objectives; a supervisor's role in the Equal Employment Opportunity Policy objectives and the processes available to meet objectives; information technology and its uses to enhance business performance and efficiency; fiscal and budgetary practices and policies; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability to: communicate clearly and concisely, both orally and in writing; analyze and problem solve; work collaboratively with others; prioritize work and manage multiple projects; prepare detailed reports and correspondence; demonstrate interpersonal sensitivity; exercise sound judgment, initiative, and tact; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.

Conditions of Employment:
  • A valid California State driver's license is a condition of initial and continued employment in this position. 
  • This position is in the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule, this position may require availability to work evenings and/or weekends. 
  • The selected candidate must pass the Park District's Level 1 background check, which consists of Department of Justice (DOJ) fingerprinting, FBI fingerprinting, professional references, and education verification. Pursuant to the Federal Immigration and Reform Act of 1986, all applicants who are hired will be required to provide proof of identity and appropriate work authorization documents prior to commencement of employment.

The probationary period for this position is one year.
