The Park District is currently recruiting for one (1) Temporary Grants Manager in Finance & Management Services to serve temporarily until July 2025.

The East Bay Regional Park District (EBRPD) is a full-service governmental agency stewarding a metropolitan system of public open space parklands and trails in Alameda and Contra Costa counties east of the San Francisco Bay. EBRPD spans across 125,000 acres in 73 regional parks, including over 1,250 miles of trails that are enjoyed by over 25 million visitors and the community per year. The Park District acquires, manages, and preserves natural and cultural resources for everyone to enjoy now and forever to experience nature nearby.

GENERAL FUNCTION:
Under general direction, plans, organizes and implements the objectives, administrative and operational activities of the Park District's Public Grants Program by initiating and managing outside funding contracts and those conferred under the Park District's local grants program; develops program standards; designs and implements key programmatic efforts to educate project staff and leadership on public funding opportunities and coordinate funding strategies and work closely with key senior staff within the Park District; serves as the Park District's technical authority on grants administration for internal matters and assumes technical representational responsibilities in external grant administration matters; supervises and evaluates program and support staff; and performs related duties as assigned.

CLASS CHARATERISTICS:

Reporting to the Assistant Finance Officer of the Management Services Administration Department, this single classification serves as a member of the Park District’s management team, with responsibility for providing expert advice, consultation and recommendations related to the development and implementation of the goals, objectives, policies, procedures and priorities of the Public Grants Program. This classification is distinguished from the higher-level classification of Assistant Finance Officer, in that the latter has overall responsibility for the management and direction of an entire department comprised of multidisciplinary programs and staff whereas the former is concerned primarily with the operation and administration of a select program within the Department.    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 

ESSENTIAL FUNCTIONS
  • Plans, develops, implements and evaluates the Public Grants Program and overall grant efforts for the Park District, including invoicing grant agencies, documenting payments and expenditures, optimizing the grant administration process, preparing progress reports, ensuring compliance with grant regulations, reviewing grant proposals, and managing grant databases
  • Researches and investigates potential grant programs
  • Evaluates the eligibility of Park District projects
  • Coordinates with various Park District staff and prepares grant applications, proposals, and subsequent funding contracts
  • Monitors progress including managing grant agreements and contractors
  • Coordinates environmental requirements and funding from a wide variety of sources for capital development projects
  • Supervises cooperative funding agreements and oversees the periodic preparation of required financial reports
  • Prepares required final reports to close out grants
  • Administers the Park District's Local Grant program that distributes Bond Measure funds to cities and county services within the Park District's regional boundaries
  • Reviews requests, determines eligibility, authorizes disbursements, prepares necessary financial documents, and monitors the appropriate reporting by receiving agencies and organizations
  • Integrates the grants program the Park District’s government relations and park development programs and priorities
  • Maintains a knowledge of federal and state legislation as it pertains to public funding
  • Coordinates with Governmental Affairs to maintain close relationships with senior grant administrators from funding agencies
  • Works with public agency partners to develop grant programs and guidelines
  • Collaborates with the General Manager's office or designee to define, recommend, and coordinate funding strategies by providing informed timely advice and strategic information on funding opportunities, including ballot measures and legislative initiatives
  • Maintains all pertinent records, files, and documents
  • Assures completeness and accuracy consistent with external and internal audit requirements
  • Prepares for and responds to single audit requirements on all federal grant programs
  • Coordinates grant administration matters with internal acquisition, planning, design, operations, legal, governmental, and financial staff
  • Maintains regular and recurring contact with various external grantors
  • Speaks authoritatively on grants administration matters as a representative of the Park District
  • Supports the preparation and assists in making presentations about the Park District’s grant program for consideration by the Board of Directors, stakeholder groups, policy leaders, and other public agencies
  • Tracks and assists in communicating grant guidelines as they are developed locally, at the state, and federal levels
  • Serves as a technical resource to Park District departments and provides assistance on seeking external funding from state and local initiatives, grant programs, foundations, and other sources.
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


Education: A Bachelor's degree in business administration, public administration, or a related field from an accredited college or university,

AND


Experience: Four (4) years of full-time experience in public sector administration, including two years as a grants or contract administrator. Supervisory experience is desirable.

  • The granting process, including identifying available sources, marketing techniques, preparing documentation and reports, project management, environmental requirements, and overseeing the entire administrative process
  • Principles of effective supervision
  • Fiscal and budgetary practices and policies
  • Laws, rules, regulations and polices surrounding work
  • The Park District’s Equal Employment Opportunity Policy objectives
  • A supervisor’s role in the Equal Employment Opportunity Policy objectives and the processes available to meet objectives
  • Labor relations principles
  • Information technology, office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases, and their uses to enhance business performance and efficiency. 
Ability to: 
  • Plan, direct, organize, and coordinate the operational activities of the Public Grants Program
  • Communicate clearly and concisely, both orally and in writing
  • Prepare detailed reports and correspondence
  • Work under pressure and meet deadlines
  • Plan, organize, assign, and review the work of subordinates
  • Train, guide, and evaluate the development of subordinates
  • Effectively contribute to the Park District’s Equal Employment Policy objectives
  • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications

  • Manage multiple competing priorities
  • Successfully generate significant grant funding resources and maintain adequate financial oversight
  • Establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.
