What are the responsibilities and job description for the Accountant/Financial and Budget Analyst position at East Mississippi Community College?

The Accountant/Financial and Budget Analyst is charged to assist the Chief Financial Officer in effectively and efficiently managing (or see to the management of) the day-day operations of the college’s fiscal affairs. He or She will also act as a liaison with other departments as directed. Above all else, the Accountant/Financial and Budget Analyst is charged by the Chief Financial Officer to make certain that all fiscal transactions conducted by East Mississippi Community College are entirely legal and ethical. The Accountant/Financial and Budget Analyst should immediately notify the Chief Financial Officer if ever a concern arises as to the appropriateness of a real or potential college transaction. While EMCC does not function as a for-profit entity, it is nonetheless incumbent upon the Accountant/Financial and Budget Analyst to promote institutional fiscal stability such that the college is prepared to deal with the unexpected or otherwise adverse financial situations, i.e., budget shortfalls produced by over-projection of tuition revenue. A fundamental goal of the Accountant/Financial and Budget Analyst should be for no EMCC account to ever go in the “red.” While unexpected circumstances may preclude the attainment of that goal as an absolute, it should remain an ideal by which the Accountant/Financial and Budget Analysist is guided.
EXAMPLE OF DUTIES
The Accountant/Financial and Budget Analyst is expected to enthusiastically embrace philosophies and practices promoting continuous improvement of the institutional components in his/her charge. In support of the philosophy, the Accountant/Financial and Budget Analyst is charged with: Financial ReportingAssists the CFO in: Ensuring all reports pertaining to EMCC fiscal components are submitted in an accurate and timely fashion to the appropriate agency, e.g., Board of Trustees, the State Board for Community and Junior College, the Federal Department of Education, Legislative Budget Office, State Auditor’s Office, the Southern Association of Colleges and Schools and any other granting or contracting entities with EMCC.Preparing an annual financial report in compliance with generally accepted accounting principles and the Governmental Accounting Standards Board (GASB) to be audited by the Mississippi Office of State Auditor and the contracted CPA firm.Implementing software features/changes to enhance financial reporting.Performing year-end close entries and activities. However, the Accountant/Financial and Budget Analysis shall have full responsibility in: Preparing the annual Mississippi Budget Report (MBR) for submission to the State Board for Community and Junior Colleges. (This report is combined with the other 15 community college reports and submitted to the legislature as the community college legislative budget request. It represents a summary of the actual revenues and expenditures of the current year, the budget for the next fiscal year, and a projection for the following year, which is the legislative budget request. Required in preparing this report is the task of incorporating into that projection the agenda items approved by the community college Presidents and the Mississippi State Board for Community and Junior Colleges.)Investigating budget variances and trends and account activities.Preparing balance sheet, vendor credit card, and bank account reconciliations.Reconciling annual state and federal revenues.Managing all annual bids. AuditingAssists the CFO in: Effectively interfacing with representatives of the Mississippi Office of the State Auditor to promote the conduct of an accurate annual audit of both college and EMCC Foundation activities.Ensuring that the annual external audit includes the audit on the basis of the Office of Management and Budget Circular A-131.Ensure a professional investigation is made at any time when suspicion arises, or any indication is made that an investigation is needed. This involves working with the offices of Campus Police.Overseeing the audit process that is conducted by the contracted CPA firm that is tasked with the college’s annual audit. BudgetingAssist the CFO in: Preparing an annual budget to be approved first by the President, then the Finance Committee and, ultimately, by the EMCC Board of Trustees. In furtherance of this duty the Accountant/Financial and Budget Analyst must effectively interface with all college employees charged with the development of departmental budgets.Preparing minor budget adjustments as “Net Zero” transactions in order to maintain a current budget position.Preparing budget revisions, as necessary.Preparing ongoing budget/forecasting reports and analysis that assists the college. administration in both short-term and long-term decision making. Fixed AssetsThe Accountant/Financial and Budget Analysis shall have full responsibility in: Overseeing the process of tagging and documenting all physical inventory on campus within the laws established by the State of Mississippi and the Federal Government.Recording, documenting and reporting the physical inventory transactions.Updating the proper workpapers for all fixed assets on campus including tagged equipment, vehicles, buildings, land, building improvements, and construction in progress.Assisting the CFO in making sure all construction in progress is within budget, the budget adjustments necessary for changes to construction in progress, and the rules and regulations are followed.Performing regular depreciation entries, as directed. InsuranceAssist CFO in communicating with various insurance companies and agents on matters regarding insurance, including worker’s compensation.Coordinate insurance bidding process for various insurance the College maintains.Assist CFO and Physical Plant, Athletics and any other departments with any insurance claims. Representing EMCCRepresenting the college at any important local, state, or national meetings, as assigned by the CFO, i.e., periodic meetings of the state community college chief fiscal officers.Actively participating on standing and ad hoc committees and/or serving as a resource person for same, as assigned by the CFO. Informing LeadershipKeeping the CFO informed in a timely fashion of any internal or external issues impacting the quality of the delivery of Financial Services.Providing input to the CFO on long-range and strategic planning activities.Performing any other reasonable duties as assigned by the CFO and President.
