The Eastern Oregon University Reading Clinic (EOURC) is a regional literacy clinic working to provide direct family and tutoring services and to improve and guide literacy education in eastern Oregon communities through teacher and administrator training.
The EOURC’s mission is to provide evidence-based, structured literacy instruction to children who strive to meet reading benchmarks and provide practical training and experience for the region’s pre-service and in-service educators to ensure the teachers of the region have the knowledge and skills necessary to provide high-quality instruction to the students in their care. The Project Manager and Family Coordinator reports to and works closely with the Director of Tutor Services and the Executive Director of the EOURC in promoting EOU and EOU Reading Clinic’s mission, values, strategies, and program goals.
The Project Manager and Family Coordinator is skilled in various effective literacy practices, project development and implementation, training and supervision of tutors and student workers, event coordination, and outreach and partnership development with area community groups and schools. They may be the first point of contact for the community regarding in- and out-of-school and community literacy programming. This position provides direct program engagements with schools and communities across the vast seven-county region. This position will be the first point of contact for all summer and after-school programming.
In partnership with the EOURC Executive Director and Tutor Services Director, this position publicly promotes and supports EOURC Teacher Training, Tutor Services, and family outreach with high creativity, innovation, and passion. They must work well independently and as part of a dynamic and flexible team. The Project Manager and Family Coordinator must be comfortable exercising independent judgment and making decisions necessary to succeed in EOURC activities. They must communicate effectively verbally and in writing with all EOURC partners, colleagues, volunteers, teachers, students, tutors, and other stakeholders. The Project Manager and Family Coordinator must be comfortable and confident communicating and providing training to parents in family outreach efforts. The EOURC Project Manager and Family Coordinator must be prepared to do some short travel to visit partner schools and organizations as needed.

Accoutabilities include:
- Oversight of implementation of 3-5 cohesive in- and out-of-school literacy tutoring programs, including summer tutoring programs, both remote and in-person throughout the eastern Oregon region.
- Continual assessment of programs, curriculum, materials, and outreach efforts for improvement and quality of future efforts. The incumbent analyzes program data including student achievement data, partner survey data, and tutor evaluations.
- Manage coordination of family outreach initiatives to include contacting school districts to evaluate district/community needs, procure and distribute family materials, schedule, plan, and coordinate parent information sessions, and be the point of contact for family outreach.
The EOURC is supported by the Oregon Department of Education and other private grantors, including Meyer Memorial Trust, The Wildhorse Foundation, and Ford Family Foundation.
45% – Public Outreach and Engagement
- Build and support the EOU Reading Clinic tutor services and teacher training in Wallowa, Umatilla, Morrow, Union, Grant, Baker and Harney Counties.
- Work with P-5 youth and educators on a variety of in- and out-of-school literacy projects, camps, training sessions, and other initiatives germane to the mission, vision, values, and goals of the organization, and EOU Reading Clinic efforts.
- Out-of-school and community events (Summer programming, after-school tutoring, Family Literacy nights, teacher training, etc.).
- EOURC supply management.
- Support schools and teachers in providing evidence-based literacy programming.
- Maintain EOURC website
45% – Program Management
- Plan and organize in- and out-of-school events for schools, communities, and organizations.
- Communicate with schools, businesses, and organizations regarding EOU Reading Clinic activities and opportunities.
- Provide professional development for teachers and community organizations around literacy learning.
- Contribute content for publication on EOURC websites, social, and print media.
- Understand and adhere to EOURC budgets and grant allocations.
- Provide assessment and reporting information related to EOURC programs, events, and outreach for effectiveness.
- Propose and implement resource development, training, and operational improvements.
- Use a trauma-informed and equity lens in design and delivery of program services.
- Maintain confidentiality of student information.
- Communicate effectively with all stakeholders, both written and verbal.
10% – Service and Other Duties as Assigned
- Participate in ongoing professional development to stay abreast of emerging trends and best practices across literacy domains and issues impacting educators and students of the region.
- Manage contracted personnel, student workers and volunteers.
- Perform other duties and projects as assigned by the EOU Reading Clinic Executive Director, Tutor Services Director, and Teacher Training Director.
Essential decision-making responsibilities:
- Work collaboratively as a strong team member of the EOU Reading Clinic.
- Manage educational initiatives and other education projects related to the EOU Reading Clinic.
- Determine and acquire necessary materials for implementation of programs within the parameters of grant funding.
- Practice independent decision-making, multi-tasking, taking initiative, and establishing an internal work schedule and job priorities daily.
- Develop and implement new initiatives to address complex EOU Reading Clinic-related problems and utilize systems, methods, approaches, and operating procedures to promote those efforts.
Education:
At least two years of demonstrated professional experience:
- Managing educational outreach, community engagement, and/or organizational systems. And
- Managing paraprofessionals or other classified/support staff.
Professional development:
- Ability and willingness to learn new skills, including tutoring in literacy, managing tutoring program
Travel:
- Ability and willingness to travel (up to 33% of the time, occasionally more) to engage with community and educational partners, across the seven county region (Harney, Baker, Grant, Union, Wallowa, Umatilla, and Morrow counties) and across rural Oregon, build strong relationships with educators and to attend and deliver programming events. If travel is inhibited due to weather or public health restrictions, develop alternate ways to connect with partners.

- Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.

- Bachelor of Education, literacy, or related field or Master of Education or related field
- One or more years of experience delivering structured literacy curriculum for school-aged learners.
- Three or more years of literacy teaching experience in a traditional and/or non-traditional setting
