Job Title:ESTO 477 Program Director

General Definition:Under the supervision of the Tribal Administrator the ESTO 477 Program Director manages the day-to-day operations, growth, and maintenance of the ESTO 477 plan to provide holistic services as allowable under P.L. 102-477. Duties may include grant writing, program implementation, reporting, grievance and appeals, and compliance monitoring.

Essential Job Functions:
· Responsible for overall management, implementation, and administration of the ESTO 477 Program;
· Develop and write grants to include in the ESTO 477 plan, amending the 477 plan as necessary;
· Manage ESTO 477 program administration including budgeting, reporting, and compliance with applicable federal standards, codes, regulations, and tribal laws;
· Prepare monthly reports to management on program implementation;
· Compile data, gather statistics, and determine areas for growth;
· Ensure fair and equitable treatment of all persons involved in 477 services;
· Develop and administer 477 program outreach;
· Approve expenses for 477 program services;
· Maintain confidentiality to safeguard sensitive information;
· Represent the Tribe in a professional manner at all times, when working with Tribal members, in dealings with outside entities and situations with fellow employees.
Education:
· High School Diploma or GED required
· Must have a minimum of 3 years of experience in management
· Must have knowledge of P.L. 102-477 with a minimum of 3 years of experience working with 477 programs to provide holistic services
· An equivalent combination of education and experience may be considered

Native American preference policy is as follows: Legally enrolled Eastern Shawnee Tribal members shall be given preference if the tribal member’s experience, qualifications, training, and all other criteria including the job posting are equal. Tribal Members or Citizens of other federally recognized Tribes shall have second preference following the same criteria, followed by any other applicants. (Resolution # 021011-R-03) Only Certified Degree of Indian Blood cards will be accepted as verification of Native American Heritage for other tribes.
