Job Summary
- Eastern Washington University is currently seeking a Fiscal Analyst 3. This position is a senior level professional accountant who is experienced in fiscal policies and procedures within the Office of Controller – General Accounting.
- The applicant must have thorough knowledge of accounting and financial policy requirements. Independently plan, coordinate, and conduct financial reviews and analysis of fiscal data, grants or contracts in accordance with Generally Accepted Accounting Principles (GAAP), statutes or regulations. Continually maintain accounting information and processes to meet GAAP, internal controls requirements, and state and federal guidelines.
- The salary range for this position is $53,964 (minimum) up to $72,588. Where the hired candidate will begin within this range is dependent on education, experience, and skills. In addition to salary, the university offers a comprehensive benefits package including health insurance, life and disability insurance and retirement. Required Qualifications
- Bachelor’s degree in accounting, finance, or a closely related field, or equivalent combination of education and relevant professional experience.
- Two years of working in a professional accounting or auditing environment.
- Experience with relational database tools and queries.
- Experience with accounting principles.
- Experience with spreadsheets, tables and charts or similar tools (e.g., Microsoft Office).
- Strong oral and written communication skills.
- Demonstrated ability to apply a responsive and flexible approach that is supportive to the needs of, including universal access, of our students, faculty, staff and the public.
Preferred Qualifications
- Progressive experience using financial and quantitative tools for analysis and reporting, and the ability to think strategically and analytically, solve problems and make solutions-oriented recommendations and decisions.
- Proficiency working with an ERP/integrated technology, including data query and extraction.
- Experience with fiscal report design and preparation.
- Experience with analysis of large data sets, including evaluation of findings that required data query, analysis, and reporting.
- Experience with internal control evaluation and/or audit techniques.
- Prior experience in a higher education or governmental setting.

Prepare Periodic Internal and External Reports and Schedules
Prepare monthly/quarterly/annual reports including tuition and fee distributions, tuition reconciliations, work study reconciliations, endowment payout projections, Perkins admin cost reports, auxiliary financial statements, capital projects reports, financial aid review, IPEDS, select portions of the FISAP, bank, investment, and state treasurer reconciliations, state and local billings, cash requests for select financial aid programs, and reports for management. Prepare journal entries as needed and prepare working papers in accordance with professional standards. Record accounting entries including retainages payable and invested, 061 remittances to OST, local capital transfers, agency clearing, indirect cost recovery, and others as noted.

Responsibility / Duty
Coordinate Financial Activity with Various Campus Departments
Coordinate capital appropriation activity with the university’s Facilities and Planning department including approval of capital invoices and establishing encumbrances. Assist Office of Grants and Research Development with creation of new grant funds and indexes, indirect cost recovery process, and creation of the sponsored programs budget. Assist Student Financial Services with monitoring of program reconciliations (SEOG, EWU Grant, Pell, SNG, CLM, Perkins, Alternative Loans, Direct Loans, outside and state scholarships). Review and analyze fixed asset adjustment entries, reconciliations, and inventories, and prepare year end capitalization entries. Review financial data feeds from various units across campus. Monitor funds and accounts to ensure that transactions are recorded appropriately. Assist in evaluating internal controls as they relate to transactions processed through General Accounting and ultimately impact University and/or auxiliary financial statements.

Prepare journal vouchers and posts batch transactions to the statewide accounting system. Reconcile to university finance system; evaluates any differences and determines corrective action. Prepare fiscal year end accruals and performs analytical reviews. Generate queries and reports using web-based query tools. Prepare disclosure information for the statewide comprehensive annual financial report.
