Job Summary

The College of Health Science and Public Health at Eastern Washington University is currently seeking skilled and team-oriented applicants for our Operations Manager – Public Health and Health Administration (PHHA) position.

This position reports to the Chair of the Public Health and Health Administration (PHHA). This individual will act as the assistant to the Chair and primary contact for the PHHA. This position is responsible for budget and resources management, purchasing, special project support, and maintaining databases for the purpose of Washington State regulatory and national accreditation reporting. This individual will exercise independent judgment, discretion, and confidentiality, utilizes delegated authority to make and implement plans, decisions, and commitments in areas related to management policies and business operations. Core competencies for this position include professionalism, leadership, communication skills, organization and analytical skills, and professional knowledge about the program.

The salary for this position is $55,571 (minimum) up to $66,689. Where the hired candidate will begin within this range is dependent on education, experience, and skills. Required Qualifications

  • Bachelor’s degree.
  • Minimum five (5) years of progressively responsible administrative work experience; experience must demonstrate abilities in all of the following areas:
    • Work is beyond entry level tasks, and which is characterized by complexity, overlapping deadlines, and independent responsibility for outcomes
    • Communicate clearly and accurately, verbally and in writing, with a broad range of individuals at different levels of a large, complex organization;
    • Effectively manage and track details of projects, priorities and deadlines;
    • Excellent planning and organizational skills;
    • Effectively work both independently and as a member of a team;
    • Handle projects independently, with absolute confidentiality and sensitivity to policies and procedures;
    • Provide administrative support, initiate and coordinate activities and follow up on related details;
    • Proven attention to detail and accuracy, ability to multi-task and manage deadlines;
Minimum three (3) years of experience with budgetary functions to include: management and reconciliation, reporting, and analysisAdvanced skills in computer technology and software, including all of the following:

  • MS Office Suite to include advanced skills/experience using Excel
  • Experience using large data information systems and databases
  • Ability to manage and update school website, applications, and social networking tools as needed

Demonstrated experience involving the performance of programmatic and administrative assignmentsDemonstrated ability to apply a responsive and flexible approach that is supportive to the needs including universal access of our students, faculty staff and the public.

Preferred Qualifications

  • Bachelor’s degree in management, administration or health sciences
  • Knowledge of software programs commonly used in academic settings such as Canvas, EagleNet, Banner, and WebAdMIT.
  • Experience using Google Suite and WordPress
  • Knowledge of practices in education, clinical and healthcare settings.
  • Substantial knowledge of regulations, rules, policies and procedures, processes, materials and/or equipment related to the administration of an academic department.
  • Work experience demonstrating the following: Coordinating academic program policies and procedures for all students, staff and faculty in a health science department

Job Duties

Assistant to the Department Chair:

  • Coordinate and supervise administrative tasks
  • Develop processes and use systems for collection and analysis of data, including assessment, ongoing program review, and accreditation data
  • Initiate and complete special projects including accreditation reports such as:
    • Association for University Programs for Health Administration
    • Council on Education for Public Health
    • National Association of Long-Term Care Administrator Board
Organize and present a comprehensive self-study for CEPH, NAB, AUPHA and other program accreditations in collaboration with faculty and chairPrepare and provide annual enrollment reports and additional reports as assignedPlan and organize PHHA events, such as orientations and faculty development activitiesEvaluate administrative or procedural problems, and recommend solutions to chairUtilize delegated authority to make and implement plans, decisions, and commitments related to management policies and business operationsRepresent the chair at meetings as delegated by the chairInterpret university and PHHA policiesOther Assistant to the Department Chair duties as assignedPercent of Time: 30

Office/Program Management

  • Develop and implement office procedures, policies, and systems
  • Independently manage complex projects (e.g., operationalize a new program and issues, determine steps to completion, and successfully implement them)
  • Interview, select, supervise, and train office staff in collaboration with the Chair. Evaluate staff and initiate corrective action when necessary.
  • Assign and review work performed by student workers
  • Prepare class schedules and room requests in university scheduling system.
  • Monitor and maintain department equipment and materials inventory
  • Manage purchasing of equipment and supplies. Process textbook and equipment requests
  • Design, maintain, and upgrade department filing system including general office files, electronic files, assessment, accreditation, travel documents, and textbooks
  • Exercise independent judgment and decision-making skills to resolve problems
  • Coordinate with staff on any and all related activities and reports
  • Develop and maintain documentation and databases to facilitate ongoing operations and special projects
  • Maintain program files, student records, faculty records, communication records, and contracts
  • Other Office/Program Management duties as assigned

Personnel Procedure Management

  • Assist Chair and search committees with the recruitment process
  • Assist the Chair in administering personnel practices and procedures
  • Coordinate procedures for searching and hiring in compliance with university policy
  • Initiate, prepare, and review all personnel action forms (PAFs)
  • Maintain current personnel records and position information
  • Remain current on all personnel policies and procedures
  • Other Personnel Procedure Management duties as assigned

Percent of Time: 15

Budget Management

  • Advise chair and faculty in budget and resource planning
  • Oversee all budgets for the department and resources
  • Prepare monthly budget reports for PHHA, College and accreditation
  • Develop and maintain workload analysis spreadsheets
  • Support grant management including reconciling grant budgets
  • Establish and manage equipment maintenance and replacement plans in cooperation with faculty
  • Prepare fiscal summaries for the chair on an ongoing basis
  • Manage travel for faculty and staff
  • Manage and maintain course fee information
  • Allocate travel expenses to appropriate budgets; reconcile Central Travel Account (CTA) card and ensure accuracy of coded expenses as well as maintaining purchasing records
  • Other Budget Management duties as assigned

Marketing And Promotions

  • Ensure that electronic and print communications offer consistent messages
  • Represent the PHHA admissions and recruiting events
  • Other Marketing and Promotions duties as assigned

Percent of Time: 5

Assist Program Specialist 2

  • Maintaining the PHHA websites
  • Designing and maintaining current recruitment/marketing materials in collaboration with the chair and marketing and communications department
  • Ensuring that electronic and print communications offer consistent messages
  • Representing the PHHA Department and programs admissions and recruiting events
  • Processing textbook requests
  • Preparing class schedules and room requests in university scheduling system.
  • Preparing agendas and minutes for PHHA faculty organization meetings
  • Other duties as assigned

Conditions Of Employment

This position, during the course of university employment will be involved in the receipt of, or accountability for, university funds or other items of value, as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. The offer of employment is contingent upon successful completion and passing of a background check prior to beginning employment.

All new employees must comply with EWU Immunization Policy 602-02 and provide proof of immunity or vaccination to MMR before beginning work at EWU. Waivers for the immunization requirements are available for medical or sincerely held religious beliefs.

This is an Administrative Exempt position is covered by theEWU Policy 406- 01, Exempt Employment.
