SUMMARY: The Benefits Officer provides a wide variety of both complex and routine administrative services. The Benefits Officer administers employee benefit plans and provides support to the delivery of human resource services with specific responsibility for advising administrators, supervisors, managers, and employees in Human Resource practices. The Benefits Officer relies on experience and judgment to plan and accomplish goals for the organization. The Benefits Officer performs complicated tasks and must demonstrate a wide degree of creativity and latitude to implement changes and achieve success with respect to Human Resource objectives. Salary commensurate with the Act 93 Compensation Plan.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Administers health and welfare plans as well as works with retirement plans. Processes required documentation to ensure accurate record keeping and proper deductions.
2. Counsels employees on health and welfare plan provisions so that individuals can make informed decisions on benefits and resolves employee concerns related to health and welfare plans functioning as a liaison with various insurance carriers.
3. Serves as the district's Workman’s Compensation manager.
4. Coordinates implementation/maintenance of Human Resources Information System (eSpace).
5. Administers a wide variety of personnel policies and programs such as salary increments, leaves of absences, income protection, retirement tracking, professional development hours, longevity, and state reports for the purpose of conforming to district policy, relevant law, and collective bargaining agreements.
6. Serves as the district’s liaison to the Department of Education for teacher certification, tracking, and reporting. Assists teachers and staff with certification requirements and updates.
7. Coordinator for the District Safety Committee and serves as the contact with outside agencies on safety matters and retains all safety-related documents.
8. Maintains manual and electronic documents, files, and records such as job postings, vacancy listings, applicant tracking, budget reporting, personnel forms, and employee files to ensure accurate reporting and compliance with state, federal, and other regulatory requirements.
9. Participates in meetings that involve a range of human resources, certification, and benefit issues.
10. Researches information required to manage assignments for the purpose of developing programs/services, position control, and training.
11. Responds to written and verbal inquiries from a variety of internal and external sources for the purpose of resolving problems, providing information and/or referring to appropriate personnel and/or identifying the relevant issues and recommending or implementing a remediation plan.
12. Serves as a liaison to schools and departments for the purpose of conveying and gathering information required for district operations.
13. Collaborates with the Transportation Department to coordinate and facilitate random drug screenings, liaising with the drug screening provider to issue necessary scripts for current employees as required.
14. Coordinates student teacher and field placements across all district buildings.
15. Manages and coordinates the services of the Employee Assistance Program (EAP).
16. Ensure compliance with the Americans with Disabilities Act (ADA) by administering and coordinating reasonable accommodation requests for employees, collaborating with HR and building administration to assess needs, and maintaining accurate documentation in accordance with federal, state, and district policies.
QUALIFICATIONS:
1. Bachelor’s Degree in the field of Social Sciences, Business, or Communications, preferred.
2. Human Resource Management or SHRM or PHR certification is desirable, preferred.
3. At least five (5) years experience in Human Resources, preferred.
4. Considerable knowledge of principles and practices of personnel administration.
5. Strong interpersonal skills both oral and written.
6. Strong understanding of state and federal requirements and regulations.
7. Experience administering employee benefit and compensation plans.
8. Familiar with a variety of field concepts, practices, and procedures in the Human Resources field.
9. Utilize technology to improve the Human Resource department.
10. Demonstrate the ability to make informed decisions.
11. Must be outgoing and professional and be a careful listener and communicate clearly.
