SUMMARY: Coordinates budgeting activities including budget formulation and monitoring. Assists with the review of operating budgets to analyze trends affecting budget needs. Must function in accordance with the Pennsylvania School Code, the Manual of Accounting and Related Financial Procedures and Generally Accepted Accounting Principles (GAAP). Responsible for leading staff to plan and execute business office goals. Performs a variety of complicated tasks. Compensation based on experience and qualifications.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Provides financial accounting reporting services and controls to assure use of funds and the recording of transactions in accordance with legal requirements and sound financial practices.
2. Assists with budget prep including planning and running financial reports.
3. Assists the CFO in the preparation of monthly, quarterly, and yearly financial reports as required by the Pennsylvania Department of Education (PDE).
4. Reconcile General fund and oversee the reconciliation of all bank accounts.
5. Responsible for all Journal entries.
6. Process wire payments and transfers in BOSS and Skyward
7. Business software liaison to the district including Staff access, closing year, creating new budget codes, calendar code/mass changes, position control audit (summer process), update staff assignments per agenda (push to Payroll), review staff access for time off entry.
8. Review purchasing, fixed assets, and account payable codes for accuracy.
9. Complete yearly Dac bond worksheet, PDE 363 form (Charter), DCED municipal stats form.
10. Serve as lead contact with external auditors during the course of the audit process.
11. Manages the processing of cash receipts, verify accuracy of deposits to proper accounts and maintains cash balances for all funds affected by daily receipts and
disbursements.
12. Serves as a public representative for the Business Office including but not limited to local and county meetings.
13. Develops and/or maintains a procedure manual for business office operations.
14. Works closely and oversees Accounts Payable, Bookkeeper, Payroll & Purchasing Agent
15. Submits PDE-2071 forms for Bond Interest Reimbursement.
16. Submits Annual Financial Report (AFR) to PDE.
17. Performs any other essential duties as requested by the Chief Financial Officer for the orderly and daily conduct of business associated with the department.
QUALIFICATIONS:
1. Bachelor’s Degree in Business/Accounting preferred
2. Experience with Pennsylvania school systems or background in school district or private accounting.
3. Proficient in Microsoft Word, Excel, FileMaker Pro, and District’s Financial Software.
4. Knowledge of district policy and departmental procedures.
5. Knowledge of office equipment.
6. Excellent organizational skills.
