What are the responsibilities and job description for the Highway Operations Manager position at Eau Claire County?
The Operations Manager provides coordination of all field operations related to highway improvement and maintenance activities for state, county, and local infrastructure systems. This position maintains and coordinates scheduling of equipment, material, and labor for all projects while adhering to budget requirements, and assists the Highway Commissioner in capital improvement, maintenance, and fleet management programs.
- Coordinates and implements multiple project schedules and budgets concurrently and effectively; ensures that current projects are completed safely, within reasonable time and budget. and are of required quality; coordinates priorities for projects and confirms with the Commissioner; consults with Wisconsin Department of Transportation (DOT) officials to carry out contract agreements and project scheduling.
- Assists in developing, recommending, and administering work policies and procedures; regularly reviews highway operations and recommends improved methods and techniques to increase efficiency and productivity; communicates, administers, and enforces state statute/policy, and county code, policy, and directives.
- Transfers expertise in road, highway, and bridge construction and maintenance; coordinates maintenance programs for County-maintained roads, bridges, culverts, and other structures; collaborates with project managers to coordinate the use of labor, equipment, and materials to accomplish work plan goals; synchronizes with outside agencies, private companies, and individuals to assist in projects, as needed; maintains overall schedule for operations; ensures that necessary work-related permits and agreements are obtained prior to commencing road/bridge work; ensures necessary materials and supplies are ordered and delivered to appropriate locations; assists project managers in performing reviews of road work activities and needs with local officials.
- Demonstrates exceptional fiscal management to maintain department financial stability; assists in preparing the department annual budget, annual report, short- and long-range developmental plans, and annual work plan for the department; completes requests for proposals and coordinates with the purchasing department for proper allocation of resources.
- Collaborates with Assistant Highway Commissioner and staff to determine resources needed to respond to emergency situations; promptly and calmly analyzes the situation to determine best course of action; obtains and directs workers and equipment; delivers emergency response when needed; provides coordination during emergency; acts as a liaison to other agencies; provides timely emergency response status reports to the Highway Commissioner, other public officials, and the media as required.
- Directs knowledge of the principles and practices of supervision to participate in decisions on hiring, retention, discipline, and other personnel matters; supervises and manages activities of staff that includes determining work procedures and schedules and developing methods for expediting workflow; approves employee requests for leave and overtime as required by operational necessity; collects, verifies, and approves timesheets; evaluates employee performance; coaches, and counsels staff to achieve improved performance and productivity; recommends corrective disciplinary action as needed; identifies individual training needs in order to achieve greater departmental performance and productivity; recommends use of contractors and consultants for work beyond the ability of department staff based upon staff workload and performance management reviews.
- Establishes and maintains effective working relationships with internal and external partners; represents the county at various stakeholder meetings throughout the year; provides coverage for project managers when they are not able to attend pre-construction meetings; meets with the general public to review concerns/needs; serves as owners’ representative for contracts; attends Highway Committee meetings as required.
- Assumes the duties of the Highway Commissioner as directed or required.
- Performs other related duties as required or assigned.
- Associate degree in construction, management, business, or related field.
- Five (5) years of progressively responsible experience in highway/bridge construction or maintenance.
- Three (3) years of supervisory experience.
- Appointment will be conditional upon successful completion of a criminal background check.
- Position will require a pre-employment physical exam.
- Position will be subject to pre-hire, random, and post-accident drug and alcohol testing during the course of employment.
- Must have a valid driver’s license and an acceptable driving record.
- Must obtain a valid Wisconsin Class A Commercial Driver's License without "L" (air brake) restriction and with "N" (tank vehicles) endorsement within six (6) months of hire and maintain thereafter during employment.
- Compass Certification or ability to obtain certification within one (1) year of hire and maintain thereafter during employment.
- Federal Incident Command System Level 400 Training or ability to complete training within one (1) year of hire.
- Bachelor’s degree in civil engineering, construction management, engineering, or related field.
- Five (5) years of road/bridge-related engineering experience.
