JOB SUMMARY: The Construction Manager has a key role in the design and management of the programs and will provide day-to-day oversight of program operations and deployment/implementation of any assigned projects.
REPORTS TO: COO
RESPONSIBILITIES:
Manage implementation of multiple large, diverse, and complex projects at once, including:
- Ensuring that deployment proceeds on established schedules, that grant recipients adhere to programmatic and contractual obligations, and that projects conform to approved project plans.
- Maintaining regular contact with all grantees and project partners to understand project status, identify and flag risks, and troubleshoot deployment issues as needed with State agencies and other stakeholders.
- Maintaining updated project plans for all deployments and synthesizing information into high-level program tracking dashboards.
- Collecting, updating, and tracking data on a variety of project progress indicators and metrics, e.g., construction data, mapping and GIS files, budget and spending information, data on utility pole/permit applications, and more.
- Working with the Research and Data Analysis team to develop reports on project and program progress and impact.
- Developing internal- and external-facing materials to support project and program implementation, including board and inter/intra-agency review materials, contract and procurement forms, internal memoranda, presentation materials, and agreements.
- Working with the Field Inspection team and external technical advisors/consultants to verify completion of infrastructure installations and ensure compliance with all program requirements.
- Leads activities in defining the scope of projects, developing project plans, and ensuring forward momentum of projects toward stated goals. Tracks and monitors project work plans, including objectives, tasks and time frames, to ensure deliverables are completed on time. Identifies and responds to changing project circumstances and communicates issues to project leadership. Takes a flexible, team player approach, willing to “pitch in” whenever and wherever needed. Initiates and leads project evaluation process at project close.
- Oversees the creation and delivery of presentations on project status and outcomes to management.
- Oversees and participates in interdisciplinary and interdepartmental work groups. Assists in the facilitation of work group meetings, as needed, in support of process improvement projects.
- Demonstrates department’s commitment to excellent customer service through prompt responses to all internal and external customers. Represents the department’s capabilities and mission effectively to internal and external customers.
ADDITIONAL RESPONSIBILITIES:
- Accomplishes all other duties and tasks as appropriately assigned or requested.
EDUCATION & EXPERIENCE:
- Bachelors’ degree in business, engineering, technology preferred.
- A minimum of 4-6 years of work experience, with a minimum of 2 years of experience in management of major capital construction/infrastructure projects.
- Substantial project management experience leading multiple complex projects at once, coordinating with interdisciplinary teams, and producing high-quality, on-time results.
- Experience advancing construction/infrastructure projects through local, county, and/or state government processes such as procurements, budgeting, planning, permitting, and public engagement.
KNOWLEDGE, SKILLS & ABILITIES:
- Proficiency in Microsoft Excel, ArcGIS and Google Earth.
- Proven ability to solve problems creatively.
- Strong familiarity with project management software tools such as Smartsheet or a similar program, methodologies, and best practices.
- Strong project management skills.
- Ability to manage multiple projects simultaneously.
- Strong business acumen.
- Excellent customer service skills.
- Excellent verbal and written communication skills.
