What are the responsibilities and job description for the Subsurface Utility Locator position at Ecotech Hydro Excavation?
Ecotech Exists to provide safe, valuable, and trustworthy services through investment in our employees and customers, while building long term relationships to protect our environment and underground infrastructure.
Ecotech is based out of Quarryville, PA and operates in Pennsylvania, Delaware, Maryland, New Jersey, DC, Virginia and West Virginia. Crews are dispatched on a daily basis from Ecotech’s main shop at 349 Buck Road, Quarryville, PA 17566 (the “Shop Location”). You will be expected to report to the Shop Location at the start of each shift. Ecotech also provides emergency services to clients, so proximity to the Shop Location is preferred. Ecotech also favors close proximity to the Shop Location because it typically operates within a 4-hour radius of the Shop Location; therefore, occasional overnight travel is to be expected.
The Subsurface Utilities Technician operates advanced locating equipment, documents work accurately, and ensures adherence to safety protocols while working in outdoor environments. This role requires technical skills, physical endurance, and a dedication to delivering high-quality service to clients.
Responsibilities and Duties
- Operate locating equipment including Ground Penetrating Radar, Electromagnetic Wand, and Push Camera proficiently.
- Document work concisely and accurately using standards and agreed upon methods.
- Passion for field work and building client relationships through quality work.
- Timely and Diligent Performance: Execute all assigned tasks promptly and with diligence, treating customers with the same respect and care as any owner of Ecotech would.
- Safety Training and Responsibility: Maintain accountability for your own safety as well as the safety of others, including fellow Ecotech employees, customers, and the general public. This includes adhering to proper certifications and licenses.
- Adherence to Safety Policies: Fully comprehend and comply with company safety policies, regulations, practices, and all relevant laws in the execution of your duties.

- Outdoor Work Conditions: Be prepared to work in all outdoor environments for extended periods.
- Limited Use of Mobile Devices: Refrain from extensive use of mobile phones and other devices during working hours, specifically from the time the truck departs from the Shop Location until it returns.
- Reporting Issues: Promptly report any issues that may impact the company or its employees to management as soon as they are identified.
- Organizational and Technical Skills: Maintain organization and possess computer skills necessary to accurately input work orders and time entries.
- Physical Requirements: Be capable of lifting up to 50 pounds and walking up to 5 miles per day. Ability to sit, stand, stoop, twist, bend and climb ladders.
Qualifications and Skills
- Experience Requirements: Prior experience in utility locating required.
- OSHA 40 HAZWOPER and OSHA 10 Construction preferred
- Ability to pass background checks/vetting/drug screens for government and high profile projects.
- Knowledge and understanding of complex utility systems; electric, gas, water, communication, sewer, steam, etc.
- Knowledge and understanding of electromagnetic theory, theory of locating, ground penetrating radar applications, and CCTV applications.
- Able to read and understand “as-builts”, plan sets, prints, and maps.
