Edgewater Technical Associates is seeking qualified candidates for a Project Controls/Management Support General Consultant opportunity in Richland, WA to support DOE Hanford.

Work Location:
Work shall be conducted at the Hanford Field Office and the Hanford Site in Richland, WA.

SCOPE OF WORK
The Department of Energy Hanford Field Office (HFO) requires general support services for the for the Office of Assistant Manager for Mission Support (AMMS). AMMS requires one full-time equivalent general support contractor to provide support in the following areas:

1. Participate in weekly interface meetings with the Assistant Manager for Mission Support(AMMS) Task Monitor (TM) to review progress and/or discuss efforts and priorities.
  • Other AMMS sub-organizations or customers may require separate meetings for work planning and progress status.

2. Provide expert-level analysis to consolidate and document the program and project work scope from multiple sources, maintain operational awareness of capital planning and investment control processes plus reconcile the Integrated Investment Portfolio/Reliability Project Investment Portfolio (IIP/RPIP), HFO budget formulation and execution.

3. Products and expectations include:
  • Work Breakdown Structure (WBS)/WBS Dictionary
o Capture and reconcile budget, IIP/RPIP, HFO external independent review (EIR)baseline and contractor baselines.
  • Integrated facilities and infrastructure budget crosscut and Exhibit 300
o Comply with HQ process and deliverable requirements and milestones.
  • Baseline change management
o Implement the WBS in the HFO and contractor baselines.

4. Provide expert-level analysis to monitor and control the investment execution as well as defining and documenting performance incentives and periodic status and performance assessments.
  • Performance metrics
o Document and implement the earned value outcome indicators whereby project success will be recognized.
  • Performance incentives
o Document the completion criteria and fee agreements associated with strategic and high-priority work scope to include performance evaluation.
  • Performance reports
o Document weekly, monthly and quarterly status reviews and assessments.
  • Assist with monitoring and analyzing performance using Earned Value Management(EVM) and other performance management principles to ensure resources are being utilized effectively.
  • Recognize and report adverse trends to respective federal staff to help ensure baseline progress schedules are met.
  • Integrate monthly variance analyses through workbook and meetings with input from contractors and HFO subject matter experts (SMEs) for inclusion in routine reporting such as Integrated Planning Accountability and Budgeting System (IPABs) Project Analysis Reporting System 2 (PARS2).
  • Support federal staff in preparing for program and project reviews and/or draft presentations to HFO management, HQ management and external parties.
  • Provide scheduling support.
  • Maintain performance data fi les.
  • Assist with reviews of invoices, baseline submittals and other contractor change packages.
  • Provide support in review and analysis of independent government estimates.
  • Assist with baseline reviews, HQ peer reviews and other reviews as required which include recommendations and assessments of technical and non-technical project issues.
  • Assist with the evaluation and review of statements of work (SOWs) and work scope strategy for appropriateness and accuracy.
  • Evaluate and review project and program risks to assure currency of risk reports and risk management planning.
  • Evaluate current schedule data and analyze critical path schedules.
  • Assist with integrated budget requests and lifecycle planning.

5. Provide expert-level analysis to the production and maintenance of all required program and project documentation and that products/expectations comply with DOE O 413.3, "Program and Project Management for the Application of Capital Assets".
  • Program and project execution plans
o Document project objectives, funding profiles, requirements, performance parameters, management approach and Roles, Responsibilities, Authorities and Accountabilities (R2A2s).
  • Program and project risk management plans
o Document program and project risks and risk handling strategies.
  • Risk register/updates
o Maintain the inventory of program and project risks with their likelihood of occurrence, impacts and dispositions.
  • Contract performance baselines and performance measurement baselines
o Document the integration of the scope definition and the labor, material and other resource cost estimates with the performance to planned performance using scope, cost and schedule.
  • Baseline deviations
o Document the scope, cost and schedule factors, their impacts and their remedies when actual performance and planned performance vary significantly.
  • Issue management process
o Document the process whereby internal and external elements with the potential to impact the project are identified, documented and dispositioned.
  • Issue/change/contingency logs
o Provide a convenient record of core information associated with issues, changes, contingency use and other transactions affecting the project.

MINIMUM QUALIFICATIONS REQUIRED
  • 8 years of relevant experience.
  • Experience in resource planning and allocation and business management practices.
  • Experience in analysis, tracking, monitoring, assessment, review and coordination.
  • Experience in communication and interface skills.
  • Proficient with Microsoft (MS) Word, Excel, PowerPoint, Access and Outlook.
  • Experience in program and project management practices, policies and procedures.
  • Experience in program and project risk identification, mitigation and management.
  • Experience in estimating and scheduling practices and tools (i.e., P6).
  • Experience in oversight of prime contractor baseline planning to include scope definition, schedules, cost estimates, performance reporting and earned value analysis.
  • Proficient with reviewing change packages, performing evaluations of cost estimates and assessing supporting back-up documentation.
  • Proficient with contractor performance evaluations to include verification of scope completion, schedule variance analysis and cost variance analysis.

PREFERRED EXPERIENCE & CAPABILITIES
  • Experience with Hanford mission support activities and familiarity with Site mission, activities and priorities.
  • Proficient in DOE budgeting, cost and schedule estimating and contract and baseline performance processes.
  • Proficient in reporting systems utilized at the Hanford Field Office (HFO) and DOE Headquarters (HQ).

Compensation:
Salary is commensurate with education and experience and may range between $90,000.00- $120,000.00 annually.
