Director, State Regulatory Policy and Engagement

The Edison Electric Institute (EEI) is the association that represents all U.S. investor-owned electric companies. KEY RESPONSIBILITIES OF THE DIRECTOR, STATE REGULATORY AFFAIRS

Reporting to the Senior Director, State Regulatory Affairs, this position will serve as the second on key state regulatory policy issues, advancing engagement between EEI members and commissions. Work collaboratively, both internally on the SRA team and across other departments to support EEI members on efforts related to state proceedings and other regulatory initiatives. Work with key trade allies and other stakeholders, in collaboration with the Senior Director. Organize and maintain effective working relationships with member company representatives, facilitate EEI's liaison efforts with state commissions, consumer advocates, state energy offices, and others in the regulatory community. Identify, develop, and advocate industry issues, develop issue papers, and serve as a technical expert. Participate in speaking engagements and communicate EEI positions to a wide range of audiences. Lead coordination and planning efforts for NARUC Regional Association meetings.

KEY RESPONSIBILITIES OF THE DIRECTOR, STATE REGULATORY POLICY AND ENGAGEMENT

Regulatory Engagement

• Lead liaison and coordination efforts between EEI and NARUC, NARUC staff subcommittees, commission staff, state and regional industry associations, and other key members of the regulatory community.
• Strategically advance EEI member positions and fostering opportunities for industry representatives to share perspectives. Will work collaboratively across departments to develop policy materials (talking points, slides, position papers, etc.).
• Develop panel abstracts, support programing, and develop related materials in preparation for NARUC and NARUC Regional Association meetings.
• Support collaborative efforts with NARUC, the Regulatory Training Initiative (RTI), state universities, and other institutions to advance information sharing and educational opportunities across the regulatory community.
• Lead planning and coordination efforts for EEI engagements at five NARUC Regional Association meetings.
• Advance other engagement as primary EEI liaison with NASEO.

State Regulatory Policy and Proceedings

• Manage the tracking of state regulatory proceedings and develop materials for EEI staff and members. These materials will identify regulatory trends and capture relevant information aligned with the EEI member priorities.
• Support the Senior Director in the development of related policy papers and talking points. Collaborate internally and with EEI consultants to address targeted research for members.

Member Support

• Lead staff support for EEI’s State Regulatory Affairs Executive Advisory Committee. This involves the development of agendas and materials, as well as facilitating virtual and in-person meetings.
• Participate in speaking engagements and communicate EEI positions to a wide range of audiences.
• Engage with other trades on policy alignment, where applicable, to advance member priorities.

REQUIRED QUALIFICATIONS

• A minimum of 10 or more years of relevant regulatory or utility industry experience
• Exceptional interpersonal skills and technical knowledge of the industry
• Ability to work effectively with diverse groups to build consensus
• Ability to organize and plan events
• Excellent verbal and written communication and public speaking skills
• Meticulous attention to detail and ability to prioritize workload
• Prior supervisory experience preferred

COMPENSATION

The salary range for this role is $150,000-$180,000. Starting annual salary will be determined on individual qualifications. EEI also offers an annual performance incentive which is prorated for mid-year start dates. This incentive is typically up to 10% of the base salary.
