Program Specialist 3 - Work Study and Campus-Based Aid SALARY: $56,880 - $64,440 LOCATION: Lynnwood, Washington DESCRIPTION: The Financial Aid Work Study and Campus Based Aid PS3 works in the financial aid office under general direction and reports to the associate director. The nature of the work is professional and requires an ability to work independently, interpret and work in accordance with federal, state, and college policies, procedures, and regulations, and to coordinate with the other financial aid programs and the Business Office to ensure college administrative capability is maintained. The position performs highly complex duties and operates at the journey or fully qualified level, as defined by OFM. This position independently administers all regulatory aspects of the federal Work Study and FSEOG aid programs, as well as the State Work Study program. This position must coordinate program activities with other financial aid programs, and with the business office to ensure actual disbursement of funds takes place, and to reconcile FSEOG and the work study programs with the business office based on the established schedule. The Financial Aid PS3 also works on assigned projects, which includes but is not limited to the processing of federal, state, and college financial aid offers to eligible students. A working knowledge of the often conflicting student eligibility regulations for all the financial aid programs, and the ability to evaluate and analyze the federal (FAFSA) and state (WASFA) applications, along with required documentation is a key function of this position. This position has authority to exercise Professional Judgement, as defined by the Department of Education (ED) related to student eligibility issues or unusual circumstances through a comprehensive evaluation and analysis of submitted documentation. Responsibilities include, but are not limited to: Manage Financial Aid Programs and Program Related Tasks Independently administer all aspects of the federal campus-based aid (FSEOG and federal Work Study) programs and the state Work Study program, which includes: Authorizing program fund disbursements using the college ctcLink Report student FSEOG offers, eligibility, and adjustments to the federal processor using COD (common origination and disbursement) Work and coordinate with the Business Office and Human Resources to ensure proper hiring and coding of work study students takes place and that funds are properly tracked and accounted for Work with on campus and off campus employers to ensure federal and state rules are followed regarding job descriptions, pay rates, and hours worked, including the federal community service requirement Assist off campus employers in completing required documentation needed for state approval to participate in the program Work with state agencies to document completion and approval of the application process Work with students to address eligibility issues and provide options for resolution Participate in completing the yearly federal FISAPP report for campus based aid Communicate and coordinate with the business office and the cashier office to ensure that federal and state cash management rules are followed, issues and errors are resolved, activities are coordinated, the financial aid ctcLink system is updated appropriately, and reconciliation of the work study and FSEOG programs occurs based on the established schedule Participate with the other financial aid program PS3¿s in the development of an organizational calendar with the business office to ensure that state and federal deadlines are met Track and manage the disbursement of Foundation and outside scholarship funds Track congressional and state legislative bills, proposals, and changes to regulatory requirements Inform the executive director of regulatory changes and make recommendations for changes in procedures based on new rules Develop and implement new procedures based on program changes Perform program duties at an expert level (as defined by OFM), and act as a resource to other staff and students regarding program rules and eligibility requirements Write and edit student letters as needed for program communication Create and provide specialized training and workshops for college staff and students related to the work study programs Direct Service To Students Provide basic service, information, and assistance in-person, on the phone, using email, and other electronic means for all financial aid programs Provide technical assistance with the various application processes for all financial aid programs Create and draft letters to students, and participate in workshops related to financial aid programs and the application processes, and information sessions as needed Analyze and Evaluate Documentation and Application Information, Perform File Review and Offer Students Federal, State and College Financial Aid Maintain a working knowledge of eligibility requirements for all aid programs administered by the office Independently evaluate student files to ensure proper submission of required documents, accuracy of documents, and eligibility for financial aid funds In accordance with federal and state regulations, complete the Verification process for selected students, using submitted documentation that includes tax returns, verification worksheets, and other required documents It is a requirement of this position to understand general IRS tax filing rules The ability to read, interpret, and understand the layout and required items included on a tax return is also a requirement Through an independent evaluation of federal and state applications and documents submitted by students, apply specific policies and regulations to determine Financial Need, as defined by the Department of Education and the state, and offer students aid based on their eligibility Conduct research using federal and state resources to resolve student eligibility issues, and evaluate continued eligibility based on federal, state, and college rules Analyze and evaluate documentation submitted by students and submit corrections to the federal/state processor as needed Independently use Professional Judgement (as defined by ED) to make exceptions and change data elements included on the FAFSA /WASFA and in the student¿s budget, based on student specific special circumstances or application errors based on documentation Attend Meetings, Read & Interpret Federal and State Regulations and Complete Training Read and interpret federal and state regulations as they relate to financial aid application processes and the Federal Direct Loan program Attend and complete training as directed to keep federal and state rules and information current, and attend meetings as directed Complete NASFAA (National Association of Student Financial Aid Administrators) training and certification for the following: Campus Based Aid within six months of hire Cash Management within one-year of hire Complete a comprehensive review of the State Work Study handbook within six months of hire Use self-study guides and other materials and resources as provided for additional training as directed Perform other duties as assigned This is a classified position reporting to the Executive Director of Financial Aid. REQUIRED QUALIFICATIONS: Two (2) years full-time experience, OR equivalent part-time experience, in a higher education setting, OR similar/relevant experience with a demonstrated ability to work in accordance with policies, procedures, and federal and state regulations Evidence of or potential working in a collaborative team environment with diverse employees and student/customer groups Effective verbal and written communication skills Evidence of or potential ability to use Microsoft Word, Excel, and Google Workspace Evidence of or potential ability to use computers for data entry, web applications, searching the internet, and troubleshooting basic computer issues¿¿ (See Conditions of Employment section for additional requirements.) DESIRED QUALIFICATIONS: Bachelor's Degree, OR Associate¿s Degree, and experience sufficient to successfully perform essential job functions One (1) year full-time experience, or equivalent part-time experience, processing financial aid files, and offering aid to students in a higher education setting Experience using PeopleSoft in a higher education setting Experience using ctcLink (PeopleSoft) in the Washington State Community and Technical College system Experience in administering one or more federal or state financial aid programs Complete NASFAA (National Association of Student Financial Aid Administrators) training and certification for the following: Campus-based aid within six months of hire Cash Management within one year of hire Recertify every five years Participate in 1 Financial Aid Workshop each quarter PHYSICAL WORK ENVIRONMENT: Work is typically performed in an office setting, and onsite/in-person. The ability to sit at a desk/computer station, bend, stoop, walk and generally move around the office to consult with others, work within a busy environment and remain focused on tasks. Inventory management requires some lifting and moving of objects up to 30lbs. Excellent communication skills are essential. This includes the ability to speak clearly and fully comprehend written and spoken English and will include communication with people for whom English is not their first language. WORK SCHEDULE: 40 hours per week, Monday - Friday COMPENSATION: Salary is range 53. Beginning salary is $56,880.00 - $64,440.00 annually, with progressive increases to $76,608.00, plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options and more. Vacation and leave package includes 12 sick days per year, 11 scheduled holidays, 1 personal holiday, 3 personal leave days, and 14 vacation days per year (incremental increases to 24 vacation days per year).
