The duties that the incumbent of the vacancy will be expected to perform. Duties Description The New York State Education Department's (NYSED) Office of Information Technology (ITS) is seekingapplicants for a Manager, Information Technology Services 1 (Database) position. Under the direction of theManager, Information Technology Services 2, the incumbent of this position will manage the Department'sWorkplace Services Unit, comprising of the following: the Desktop Support unit. In addition to the above, the incumbent will also supervise the manager of the Adult Career & Continuing Ed Services (ACCES) IT support team. The ASC is responsible for the procurement, installation, testing, and troubleshooting of microcomputer and related equipment, as well as technical support for desktop hardware and the software environment. The ASC provides training and help desk support for the use of NYSED-standard hardware and software for approximately 3,500 employees. The ASC also provides user training and support for the various Microsoft products deployed through NYSED. Duties of this position include, but are not limited to, the following: • Develop work plans, budgets, and direct activities of the unit;• Develop, oversee, and monitor forward thinking projects and plans related to NYSED hardware and• software;• Oversee office automation related procurements, including equipment, software, services and contracts;• Manage the two ITS unit supervisors that oversee the Desktop Support and Remote Site Support; • Manage the ITS supervisor who oversees the ACCES ITS team; • Provide NYSED program offices with guidance relative to office automation issues;• Preform on site surveys of technology needs in the remote ACCES offices (up to 30% travel); • Coordinate technical guidance for NYSED program areas using Microsoft Access solutions;• Maintain the efficacy of the Footprints/Jira Inventory Database; and• Assist in overall planning, supervision and operation of NYSED ITS.

Minimum Qualifications MINIMUM QUALIFICATIONS: Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Manager Information Technology Services 1 (Database).Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. Candidates must possess a current 55b/c eligibility letter and one of the following minimum qualifications: 1. A bachelor’s or higher-level degree in any field including or supplemented by 15 semester credit hours in programming languages AND four years of experience in database programming or administration, including one year of supervisory experience; OR2. A bachelor’s or higher-level degree in any field AND five years of experience in database programming or administration, including one year of supervisory experience; OR3. An associate’s degree* with 15 semester credit hours in programming languages AND six years of experience, including one year of supervisory experience, in database programming or administration; OR4. Seven years of experience in database programming or administration, including one year of supervisory experience.Database programming or administration experience must have involved direction or performance of activities related to managing and maintaining enterprise database environments as well as the data contained in the databases. The experience must have included responsibility for designing, implementing, and maintaining database systems.Definition: Supervisory Experience is defined as the responsibility for assigning work and overseeing subordinate staff or project(s) in an Information Technology (IT) environment.*Candidates who have completed at least 60 college semester hours in a bachelor’s degree program, including at least 15 semester credit hours in a computer science field, also qualify, but must meet the experience requirements as described in #2.Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following qualifications: 1. Be a qualified employee of New York State Department of Education and have had one (1) year of permanent competitive or 55-b/55-c service as one of the following: Chief Computer Operator, Information Technology Specialist 3, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Programming), Information Technology Specialist 3 (Systems Programming), Information Technology Specialist 4, Information Technology Specialist 4 (Data Communications), Information Technology Specialist 4 (Database), Information Technology Specialist 4 (Operations), or Information Technology Specialist 4 (Systems Programming) OR2. A bachelor’s or higher-level degree in any field including or supplemented by 15 semester credit hours in programming languages AND four years of experience in database programming or administration, including one year of supervisory experience; OR3. A bachelor’s or higher-level degree in any field AND five years of experience in database programming or administration, including one year of supervisory experience; OR4. An associate’s degree* with 15 semester credit hours in programming languages AND six years of experience, including one year of supervisory experience, in database programming or administration; OR5. Additional comments regarding the vacancy. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Manager Information Technology Services 1 (Database) when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work. This position will require up to 30% in-state travel. This position leads to a maximum salary of $127,830 based on annual performance advances.
