What are the responsibilities and job description for the Labor Compliance Specialist position at Edwards Construction Group?
Edwards Construction Group, Inc. is seeking a highly motivated and skilled Labor Compliance Specialist to join our team. This is a full-time position with an hourly pay rate of $24.00 to $28.00, based on experience. Reporting to the Accounting Manager, with close collaboration with the Human Resources team, the Labor Compliance Specialist will be responsible for providing overall compliance support to projects requiring prevailing wage and other specific labor requirements.
Key Responsibilities:
- You will be responsible for labor compliance company-wide
- You will monitor and review certified payroll – both internal self-perform work and external subcontractors
- You will review and verify payroll records, fringe benefit statements, employer training contributions, skilled and trained reports, and apprenticeship paperwork to determine compliance with applicable rules and regulations
- You will send correspondence for missing and requests revised documentation with the applicable subcontractor’s staff to ensure compliance
- You will work with LCP Tracker, and other compliance monitoring software to set-up new projects, review and approve certified payroll and compliance documents
- You will review all public contracts (and any private that have special requirements) for labor requirements (certified payroll, skilled labor, local hire, diversity, and other such labor related requirements), and work with our self-perform team to ensure an appropriate plan is in place to monitor and report, as well as to ensure proper submissions to agencies
- You will participate and compile information for third party / Government reviews, awarding body requests, audits and inquiries
- You will manage insurance approvals with in-house software “Billy”
- You will compute payroll as backup support when required
- You will perform other related duties as assigned
Qualifications:
- Minimum of 2-3 years of experience working with public works labor compliance programs preferred
- In depth knowledge of California prevailing wage laws and federal Davis-Bacon Act requirements
- Completion of labor compliance training (e.g. DIR or AGC) is a plus
- Excellent verbal and written communication skills
- Excellent organizational skills and attention to detail, with ability to coordinate with various stakeholders (including subcontractors and regulatory agencies)
- Knowledge of general financial accounting and cost accounting
- Ability to adhere to generally accepted accounting principles
- Proficient with Google Workspace or similar software, and accounting software
- Bilingual in Spanish is considered an asset
Physical Requirements:
- Prolonged periods sitting at a desk and working on a computer.
- Ability to lift up to 15 pounds at times.
- This position is primarily office-based with occasional travel to project sites as needed
