Job Description

POSITION OVERVIEW:

The Clinical Supervisor serves as the Head of Service (HOS) for assigned Short-Term Residential Treatment (STRTP) facilities (one facility unless prior approval is obtained for multiple sites from DHCS). This position is responsible for overseeing all clinical operations within the STRTP setting, ensuring that youth receive timely and appropriate mental health assessments and treatment services. The Clinical Supervisor plays a pivotal role in maintaining compliance with agency policies and regulatory requirements, overseeing clinical documentation, and ensuring that each resident’s treatment needs align with those of their peers.

This role requires collaboration with therapists, rehabilitation specialists, and medical staff to provide a comprehensive, multidisciplinary approach to service delivery. Additionally, the Clinical Supervisor is responsible for staff supervision, program development, and contract management in coordination with the Program Director.

KEY RESPONSIBILITIES:

Clinical Leadership & Compliance

  • Ensure that all youth in STRTP receive mental health assessments and appropriate treatment services.
  • Oversee and ensure compliance with documentation standards, including timely completion of reports and record-keeping in accordance with agency policies and regulatory guidelines.
  • Conduct monthly client chart reviews, ensuring compliance with documentation standards and timely completion of closed-chart reviews.
  • Approve all clinical documentation, including case notes, treatment plans, and reports.
  • Maintain active participation in Performance and Quality Improvement (PQI) projects.
  • Serve as a member of the Quality Assurance and Review Team.

Supervision & Staff Development

  • Plan, assign, supervise, review, and evaluate the work of assigned staff and interns.
  • Provide weekly individual and group clinical supervision to therapists and interns.
  • Maintain detailed supervision logs and records of all staff supervision sessions.
  • Assist in staff recruitment, training, and performance evaluation.
  • Ensure that new employees receive comprehensive orientation training on documentation procedures, agency protocols, and EHRS systems.
  • Conduct in-service trainings and professional development workshops for staff.

Program Oversight & Coordination

  • Ensure that STRTP residents share a commonality of needs with peers in the program.
  • Monitor the quality of mental health services provided to clients.
  • Spend a minimum of five hours across three days per week at each assigned STRTP facility.
  • Meet at least monthly with other HOS staff assigned to STRTPs for program coordination.
  • Participate in Child and Family Team (CFT) meetings.
  • Arrange transportation for clients when not provided by STRTP.
  • Provide direct services as needed, including crisis intervention and emergency clinical support.
  • Serve as Program Manager on a relief or assigned basis.

Community Engagement & Strategic Planning

  • Act as a liaison between EBHS and external stakeholders, including community mental health agencies, schools, private care providers, and treatment facilities.
  • Participate in statewide associations and area planning groups to stay updated on best practices in STRTP services.
  • Serve on a Strategic Planning Sub-Committee to contribute to long-term agency goals.
  • Assist in developing instructional materials and contribute to program evaluation and continuous improvement initiatives.

QUALIFICATIONS:

  • Education: Master’s degree in Social Work (MSW), Clinical Psychology, or a closely related field from an accredited institution.
  • Licensure: Active California Board of Behavioral Sciences licensure (LMFT or LCSW).
  • Experience: Minimum of two years of clinical supervision experience in a mental health setting appropriate to STRTP services.
  • Skills & Knowledge:
    • Strong knowledge of clinical supervision principles, including staff planning, assignment, and performance evaluation.
    • Proficiency in electronic health record (EHR) systems and clinical documentation.
    • Demonstrated ability to work effectively with ethnically, culturally, and racially diverse populations.
    • Excellent interpersonal, organizational, and leadership skills.
    • Ability to work harmoniously with diverse staff and external partners.
  • Additional Requirements:
    • Valid California Driver’s License.
    • Ability to pass criminal background and health clearances.
PHYSICAL REQUIREMENTS:

  • Ability to operate office equipment, including computers and telecommunication devices.
  • Must be capable of bending, stooping, filing, and lifting at least 25 lbs.
  • Ability to verbally communicate effectively with staff, clients, and external partners.

ORGANIZATIONAL RELATIONSHIPS & INTERACTIONS:

  • Interfaces with all levels of administration, management, staff, clients, families, and partner agencies.
  • Acts as a key point of clinical oversight within the STRTP program.
