JOB FAMILY SUMMARY PURPOSE:
Under the general supervision of the Manager – Technology Project Management Office, performs all functions necessary to manage and implement IT projects and operations in the areas of technology applications and business systems. This includes planning, leading, implementing, executing, controlling and completing technical based projects; allocations of technical resources; defining business and technical objectives and projects; gathering requirements, system analysis and design, implementation planning, and upgrade business and enterprise systems; preparing supporting documentation; and presenting findings, recommendations and specifications for assigned projects and related systems.
EDUCATION:
Bachelors in from an accredited college or university in Computer Science, Information Systems, MIS, Engineering or related discipline.
Certified by PMI as a Project Management Professional (PMP), preferred.

MINIMUM KNOWLEDGE, SKILLS & ABILITIES:
- Related experience focusing on information technology systems, project management, integration, or systems analysis and design.
- Ability to effectively create and execute project work plans and revise as appropriate to meet changing needs and requirements based on PMP principles. Identify resources needed for day-to day operation aspects of a project and its related costs to apply EPE methodology and enforce project standards.
- Strong understanding of contracts and provide oversight of deliverables and service level agreements.
- Ability to ensure project documents are complete, current and stored appropriately.
- Demonstrated ability to assist internal clients in identifying and coordinating new system development and/or enhancements. Provide project planning and budgeting information that allows business decision-making for new system implementation and/or upgrades.
- Knowledge of information technology principles, practices, standards and methodologies including: system analysis and design, requirements definition, system integration, documentation techniques, system support and budgeting.
- Ability to provide oversight of deliverables, understand contracts and measure service level agreements.

ESSENTIAL JOB FUNCTIONS:
- Act as liaison between IT technology applications and business systems with providers and project teams, departments, divisions, organizations.
- Plan and lead teams involved in system implementation, integration, quality assurance, testing, change management, and conversion activities.
- Review and develop standards, procedures, and practices and oversees compliance.
- Lead and ensure success of major business systems development and improvement projects.
- Develop action plans, review and evaluate project progress; prepare improvement recommendations; ensure efficient and effective resource utilization, the quality of deliverables, and user satisfaction.
- Plan, lead, and oversee performance of critical, complex, multiple concurrent and major business systems applications assignments.
- Evaluate, specify and initiate proposals to improve and replace business systems by assessing benefit, risk, and cost factors. Prepare formal recommendations and provide supporting financial, regulatory, and other documentation to management for consideration and approval.
- Integrate, analyze, negotiate, and define business system requirements.
- Evaluate and apply alternative technologies and approaches.
- Ensure business systems security is consistent with corporate policy and related internal and external auditing requirements.
- Fulfill administrative reporting and documentation requirements on performance and projects.
- Schedule and oversee the assignments of assigned team and project.

WORK ENVIRONMENT
- The incumbents in this classification are subject to both inside and outside environmental conditions and temperature changes of extreme cold weather (below 32 degrees for periods of more than one hour) and extreme hot weather (temperatures above 100 degrees for periods of more than one hour); and are exposed to loud noises, vibration, hazards, atmospheric conditions and oils.
