You’ll work closely with all departments and elected offices to maintain a secure, functional, and accessible website that serves our entire community.
Beyond compliance, you’ll be an educator and problem-solver, developing training programs for website editors, answering client inquiries, and troubleshooting digital accessibility challenges. As technology evolves, so will you – staying ahead of the latest trends to continuously enhance our digital platforms and provide the best experience for our users.

Hiring Range: : $80,000.00 - $85,000.00 annually

Works closely with the Digital, Strategy, and Technology (DST) and Facilities & Strategic Infrastructure Management (FSIM) Departments to ensure the website is secure and functioning properly and in compliance with the Americans Disability Act (ADA). Develops and provides training to website editors and administrators, answers questions from clients, and troubleshoots any issues that arise. Responsible for staying up to date with new web technologies and trends to provide the best experience for our customers.

Essential Duties/Responsibilities
- Identifies and collaborates with various internal and external stakeholders to create and maintain workflow guidelines to ensure that web accessibility is considered in all relevant organizational policies and procedures.
- Develops, documents, implements, and maintains County-wide policies and procedures for website and digital assets, including website accessibility and ADA compliance; helps to ensure compliance with established policies and procedures.
- Serves as the primary point of contact for website and identified digital assets questions, projects, redesigns, and related items. Collaborates with DST to field incoming tickets to resolve issues relating to the website/digital assets throughout the organization.
- Collaborates with other departments as appropriate to develop metrics for reviewing and evaluating website and digital assets for accessibility and ADA compliance. Conducts testing of web content and applications for compliance with WCAG 2.0. Recommends changes to existing designs or suggests new designs that are more accessible to all users.
- Develops and provides training to web developers, designers, and content creators on web accessibility best practices, policies, and procedures to ensure ADA accessibility and compliance.
- Works closely with website editors and administrators to guide, design, develop, implement, update, and maintain appropriate portions of the County website for accessibility. In conjunction with DST, helps train departmental representatives to update their respective portion of the website.
- Participates in design and accessibility reviews, drafting accessibility requirements for new features, and generally helping cross-capability team members ensure compliance with WCAG 2.0.
- Collaborates with website editors and administrators to create web pages that are accessible, visually appealing, engaging, and in line with the brand’s tone and voice. Ensures a consistent look and feel across the website and digital assets.
- Coordinates with DST and other departments to review software programs and adaptive technologies to ensure products and services sufficiently accessibility and ADA compliance. Researches and recommends access/adaptive technology or other alternative solutions that meet ADA regulations and requirements.
- Monitors changes to laws related to digital accessibility and other compliance regulations. Analyzes the effects of any changes and makes recommendations to County staff. Serves as the subject matter expert in evolving industry guidelines and digital standards and how they impact content authoring, content production, and delivery methods.

Qualifications
Knowledge, Skills & Abilities
- Knowledge of WCAG 2.0 accessibility standards and guidelines.
- Knowledge of disability law, including the Americans with Disabilities Act (ADA), Section 504 and 508 of the Rehabilitation Act.
- Knowledge of website industry best practices and standards, including website accessibility plans, responsive design, and user experience (UX).
- Knowledge of basic composition and page layout, plus art and presentation packages such as Adobe Photoshop, Illustrator, Flash, or QuarkXPress.
- Knowledge of programming techniques and the ability to use web development languages.
- Ability to create web graphics such as banner ads and icons; ability to manage multimedia plug-ins as and live streaming programs.
- Skilled in training and presentation.
- Excellent communication, problem-solving, and analytical skills.
- Ability to communicate and work effectively with co-workers, other County personnel, Elected Officials, other agencies, and the public. Ability to provide excellent customer service.
- Must possess excellent attention to detail, initiative, time and project management, and organizational skills.
- Must be able to work independently and in a team environment with minimal supervision.
- Maintain regular and punctual attendance.
- Bachelor's degree with major coursework in computer science, management information systems, instructional technology, business administration, or related programs.
- Four years of related professional experience may substitute for the required degree.
- Two years of experience in website maintenance, administration, and/or design.
- Two years of experience with WCAG 2.0 accessibility standards and guidelines or related field, including developing and implementing company website compliance and accommodation programs.
- Experience with accessibility audit and quality assurance tools, processes, and assistive technologies.
- Must possess and maintain a valid driver’s license.
- Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
