As part of the Geospatial Analyst team, you’ll be key in maintaining and analyzing asset data for transportation systems, public infrastructure, and County resources. You’ll support everything from road maintenance planning and crash data analysis to field data collection and custom map development.

Associate Geospatial Analyst

Full Salary Range: $29.404 - $42.620

Hiring Range: $29.90 - $32.94

Geospatial Analyst

Full Salary Range: $ 36.476 – 54.692

Hiring Range: $37.83 - $41.67

Senior Geospatial Analyst

Full Salary Range: $43.438 – $65.154

Hiring Range: $45.06 - $49.65

This position has an anticipated work schedule of Monday – Thursday, 7:00am – 5:30pm, subject to change.

Assists in the management and maintenance of various Geographical Information System (GIS) related asset datasets stored in a variety of enterprise level asset databases. Participates in the development of strategic and tactical plans and programs in maximizing El Paso County’s transportation infrastructure. Conducts data analysis and provides various deliverables such as reports, maps, and other related documents. This position is part of the Geospatial Analyst career progression series, which includes Associate Geospatial Analyst, Geospatial Analyst, and Senior Geospatial Analyst. An employee is eligible to advance to the next position within the series when the employee has met the criteria for advancement as notated within the job description and has received a recommendation from the Hiring Authority.

Essential Duties/Responsibilities

  • Assists in maintaining Department of Public Works (DPW) asset data dictionary standards.
  • Creates, maintains, and modifies asset data inventories in various enterprise-level and siloed asset management systems (AMS).
  • Prepares geospatial datasets through digitization, data conversion, and manual data entry of electronic and paper-based records into GIS.
  • Conducts continuous refinement and quality control of Asset Management data; generates reports and conducts data analysis as needed to arrive at results.
  • Utilizes geospatial analysis techniques to provide a better understanding of certain variables in given geographic locations.
  • Provides digital and hard copy maps, tabular datasets, reports, graphics, and other asset data products in support of daily operations, planning, engineering, and maintenance operations,
  • Creates GIS asset data from coordinate geometry (COGO) legal descriptions.
  • Organizes, documents, and provides backup material for a variety of design projects and engineering studies.
  • Researches County documents and plans across various County databases and archives.
  • Provides review and interpretation of subdivision plats and land surveys for County assets.
  • Prepares DPW asset acceptance submittals for public infrastructure.
  • Provides research for public right-of-way in support of daily operations and customer service.
  • Prepares, coordinates, and manages County road name change petitions to the BOCC.
  • Interacts with County staff to develop custom map project requirements.
  • Facilitates the implementation efforts for transportation GIS and asset management applications.
  • Independently evaluates, develops, and programs GIS applications to automate and convert data using approved software and protocols.
  • Gathers geographic data through field observations, maps, photographs, satellite imagery, censuses, and other sources; analyzes the geographic distribution of physical and cultural characteristics and occurrences.
  • Maintains and analyzes crash data as required.
  • Reviews, evaluates, and verifies GIS data provided by other government agencies or private sector contractors for accuracy.
  • Develops graphical models and provides data of analysis results for committees and the public.
  • Coordinates with governmental agencies for data collection and transfer.
  • Assists DPW employees in the use of GIS applications.
  • Performs other duties as required.

  • Provides training and support to DPW employees on AMS software, principles, and processes.
  • Designs and develops complex ESRI ModelBuilder scripts and templates as needed.
  • Develops web-based, end-user asset data dashboards through custom programming, as required.
  • Develops ArcGIS Online applications in support of field data collection, asset inspections, and engineering activities.
  • Assists in field data collection by DPW staff from GPS data collection, data conversion, and integration into GIS and asset inventories.
  • Provides training and support to DPW staff in the use of field data collection equipment.
  • Utilizes programming skills to write basic and advanced queries in generating datasets and reports.
  • Refines and documents asset database schema changes and modifications.
  • Refines and documents asset database data dictionary changes and modifications.

Senior Geospatial Analyst

Required Education and Experience

  • One year of GIS or related experience.


Geospatial Analyst

  • GIS Certificate or degree in GIS, Geography, Cartography, Computer Science, IT, or other science-related field.
  • Three years of GIS or related experience.
  • GPS data collection experience.
  • Prior asset management experience.


Senior Geospatial Analyst

  • GIS Certificate or degree in GIS, Geography, Cartography, Computer Science, IT, or other science-related field.
  • Six years of GIS or related experience.
  • GPS data collection experience.
  • Prior asset management experience.


Preferred Education and Experience

Associate Geospatial Analyst

Licenses/Certificates

  • Must possess and maintain a valid driver's license.


Pre-Employment Requirements

  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.


Work Conditions

Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs. Some travel is required; occasionally will be required to perform work in the field under adverse weather conditions.
