This position has an anticipated work schedule of Monday – Thursday, 6:30am – 5:00pm, subject to change.
This position is responsible for the onboarding and continuous professional development of personnel. Administers and coordinates training operations and activities to support professional development of staff and effective and efficient departmental operations.
Essential Duties/Responsibilities
Supervision Received: Receives intermittent supervision. This classification normally performs the job by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor is expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.

Duties are primarily performed in an office environment; some travel may be required. Employees may be required to work at any office location. Weekend and evening hours may be required. Based on assignment, duties may be performed in the field and may require lifting, bending, and climbing, at times in hazardous situations, such as operating construction vehicles in adverse weather. May be exposed to potentially dangerous equipment and tools; may work with hazardous materials, including fuels, paints, asphalts, herbicides, and pesticides.

Essential Duties/Responsibilities
- Administers and coordinates operations and activities of the department’s training program while ensuring compliance with County rules, regulations, policies, and guidelines. Establishes schedule for providing program services. Provides classroom, on-the-job, and individual training for assigned employees.
- Develops and implements programmatic goals and objectives as well as training policies and procedures as approved.
- Develops, updates, and maintains training materials, including syllabi, lesson plans, and individual development plans; provides and/or facilitates training as needed.
- Monitors and evaluates program performance and effectiveness in meeting departmental training needs and requirements; implements approved program modifications and procedures.
- Oversees the registration of training program participants and ensures program classes are not over-enrolled and are adequately staffed.
- Tracks, updates, and maintains employee training files, calendars, and information, such as attendance records (classes, training, conferences, etc.).
- Selects, trains, motivates, and provides feedback to personnel engaged in training activities. Participates in setting performance objectives for employees in the training program. Assesses performance and actively encourages employee development through on-the-job training and formal course work. Assists and advises employees with resolving complex problems as necessary.
- Coordinates and facilitates departmental and cross-functional meetings and events to communicate program goals and objectives; responds to supervisory and managerial concerns as appropriate.
- Schedules usage of program facilities for training activities; provides information and assistance, such as technical and audio/visual support.
- Maintains training program records; compiles and analyzes data and develops reports concerning new or ongoing training programs and program effectiveness.
- Responsible for monitoring training program compliance with laws, rules, and regulations related to provision of assigned training activities; communicates regulations for assigned program areas.
- Stays abreast of new developments in the training and education field as applied to functional area(s) and incorporates developments as appropriate.
- Coordinates off-site training and expenditures as directed; reconciles financial records with leadership and the Finance Services Department.
- May participate in developing and monitoring the assigned budget; tracks expenditures to ensure compliance with program budgets.
- Responsible for leading and completing special projects as assigned.
- Performs other duties as assigned.

- Knowledge of the principles, procedures, and practices of training and professional development.
- Knowledge of adult learning theory and the ability to apply that theory in the assessment of an individual's learning tasks, skills, and knowledge.
- Knowledge and understanding of eLearning technologies and learning management systems.
- Must possess excellent customer service, organizational, planning, and administrative skills.
- Must be detail-oriented and able to apply problem-solving skills.
- Proficiency with databases and Microsoft Office, including Word, PowerPoint, and Excel. Demonstrated ability to establish and maintain effective working relationships with County employees, outside agencies, and vendors. Ability to provide excellent customer service.
- Ability to communicate effectively and accurately, both verbally and in writing; must possess excellent proofreading skills.
- Ability to work independently with minimal supervision and as part of a team.
- Ability to maintain confidentiality.
- Ability to operate standard office equipment, including computer, audiovisual equipment, fax machine, copier, scanner, and telephone.
- Maintain regular and punctual attendance.
- High school diploma or equivalent education.
- Two years of training coordination, facilitation, or related experience.
- Associate’s degree in a related field may substitute for one year of the required experience.
- Bachelor’s degree in a related field may substitute for two years of the required experience.
- Must possess and maintain a valid driver's license.
- Must obtain and maintain necessary certifications and licenses as applicable to position.
- Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
