What are the responsibilities and job description for the Facility Security Officer (FSO) position at Element U.S. Space & Defense?
Job Summary:
Supervises/enforces all security measures necessary for implementing requirements of the National Industrial Security Program Operating Manual (NISPOM) and Federal requirements for the protection of classified information, both physical and administrative. Oversees/Coordinates Security program for all classified testing/training programs for all site personnel. Oversees/Coordinates all COMSEC rated programs.
Job Responsibilities:
- Coordinate with NTS Project Managers, Department Managers, Sales Team and customer companies FSO to determine if our facility can accept a job based on overall classification requirements and size requirements for proper handling/safeguarding/storage
- Coordinates with customer company’s FSO to obtain required documents/information such as:
- DD254/SF153/DD1149/SCG
- Full names/email addresses of cleared individuals who will be visiting facility for testing
- Ask customer FSO to submit Visitor Request through DISS
- Verify Visitor Request in DISS and update kiosk for proper badge assignments. Verify Identification against request information submitted in DISS
- Populate/maintain all internal tracking mechanisms for the following:
- DD254’s
- Classified contracts visitor information
- Security Classification Guides (SCG’s)
- Physical security requirements/classified inventory in/out
- Self-Inspections (40 pg audit governed by NISPOM; requirement is twice per year)
- Record keeping for security personnel training
- Foreign Visitor Log
- COR SEC FORM 03 for Foreign Person Escort Briefing/De-briefing
- COMSEC Transactions
- SF 153’s (gov forms that are tied to COMSEC contracts
- DD1149’s
- Security Violations
- Brief Cleared Project Managers, Department Managers, Engineers, and Technicians who will be working classified jobs on the following:
- The classification Level they will be working at
- The aspects of the test/equipment that are considered classified
- How to properly handle the customers test data
- How to properly protect all classified materials
- How to properly store all classified materials
- Coordinates/packages all Classified/COMSEC shipping between NTS and Customer. Along with verifying shipping permissions in NISS
- Maintains proper cleared personnel records in DISS. Facilitates initial investigations for employees who need clearance to do job and facilitates reinvestigations for existing cleared employees
- Maintains proper updated information about sites Facilities Clearance in NISS. Allowing our customers to properly vet our ability to conduct, store, and ship classified materials
- Manages/coordinates/tracks and conducts required security training for all site employees
- Conducts annual Self Inspections in accordance with the NISPOM and reports findings to the government through NISS
- Stay abreast on all current security threats and report any suspicious activity to Corporate FSO and DCSA Rep
- Stay abreast on any possible/potential security violations. If violations occur report to Corporate FSO, DCSA Rep, and conduct a security violations investigation
- Have the security program current and adherent to all guidelines in preparation for yearly audit conducted by DCMA
Job Requirements:
- Working Knowledge of NISPOM
- Working Knowledge of NISS
- Working Knowledge of SWFT
- Working Knowledge of DISS
- Working Knowledge of DSS Portal
- Working knowledge of security investigations/reporting
- Ability to obtain or possess FSO Program Management for Possessing Facilities Certification
- Ability to obtain/maintain SECRET Clearance
- Ability to communicate with various gov't agencies when needed
- Ability to decide if classified testing can/should be conducted at facility (based on guidelines)
- Ability to decide if an employee needs to obtain a security clearance
- Ability to interpret NISSPOM guidelines and determine how to properly safeguard classified materials
- Excellent computer skills: internet, Microsoft Office, Adobe

Education and Experience:
- Associates/Bachelors’ Degree preferred (industrial degrees are a bonus)
- FSO Program Management for Possessing Facilities Certification is required (within 6 months of hire)
- 2-5 Years’ Experience as FSO or 3-5 Years’ Experience working in classified environments
WORKING CONDITIONS:
Test lab with exposure to sudden, loud noises

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
