SUMMARY
The Housing Program Manager oversees the day-to-day operations of housing and support services programs, provides leadership to case managers, and ensures high-quality service delivery to clients. In addition to management duties, the Housing Program Manager will also maintain a reduced caseload to directly serve clients, ensuring a hands-on understanding of client needs and service effectiveness.
ESSENTIAL FUNCTIONS
Program Oversight
- Manage and oversee the day-to-day operations of the program, ensuring alignment with the organization's mission, goals, and values.
- Develop, implement, and evaluate program policies and procedures.
- Ensure programs comply with local, state, and federal regulations and funder requirements.
Staff Supervision and Development
- Hire, train, and supervise case management staff, fostering a collaborative and supportive team environment.
- Provide leadership and guidance to case managers, ensuring best practices in client service delivery.
- Set performance expectations and support the case management team in meeting client outcomes.
- Serve as a resource for difficult or escalated cases, providing support in problem-solving and service planning.
- Ensure that case management services focus on housing stabilization, resource connection, and holistic support.
Client Services (Including Caseload Management)
- Maintain a small caseload of clients, ensuring the delivery of comprehensive case management services, including assessments, service planning, and follow-up.
- Ensure that individualized case plans address clients' housing, income, health, and overall well-being.
- Lead efforts to connect clients with internal and external resources, including housing, legal, healthcare, and employment services.
- Monitor and evaluate client progress, adjusting services and interventions as needed.
Data Management and Reporting
- Oversee accurate and timely data entry into case management systems (e.g., HMIS or similar software).
- Compile and organize data related to client outcomes and program performance for regular reporting.
- Collaborate with the Executive Director to support data analysis efforts, identifying trends, gaps, and opportunities for program improvement.
- Maintain data integrity and confidentiality, ensuring compliance with all relevant data protection policies.
Budget and Resource Management
- Assist in managing program budgets, ensuring resources are used efficiently and effectively.
- Allocate staffing and materials based on program and client needs.
QUALIFICATIONS
- Bachelor’s degree in social work, human services, or a related field.
- Minimum 3-5 years of experience in case management and/or program management in social services.
- Knowledge of housing resources, homelessness prevention strategies, and local community services.
- Experience supervising a team, with strong leadership and conflict resolution skills.
- Proficiency in data management systems (e.g., HMIS) and Microsoft Office.
- Excellent communication, organizational, and problem-solving skills.
