Job Description

SUMMARY OF JOB PURPOSE

To perform duties pertaining to County Clerk's Office and Elections.

ESSENTIAL FUNCTIONS

Duties may include, but are not limited to the following :

  • Assists the general public, customers, and / or County employees, on the telephone or in person; answers questions, explains rules, policies, and procedures, and provides appropriate information; resolves complaints in an efficient and timely manner, referring matters requiring policy interpretation to supervisor for resolution.
  • Issue marriage licenses as prescribed by the NRS and provide listings to various agencies when requested.
  • Process and issue minister license applications and certificates.
  • Issue county dog licenses as prescribed by the Elko County Code. Create yearly Renewal Notices to be mailed to all county dog owners on record.
  • Process Fictitious Firm Name forms as prescribed by the NRS and provide listings to various agencies when requested.
  • Process Notary Public Bonds as prescribed by the NRS.
  • Act as Clerk for the County Commissioners and various boards, preparing minutes and maintaining video recordings.
  • Act as Elections Clerk, processing voter registration applications and maintaining the voter registration list as prescribed by the NRS.
  • Conduct voter file purges, prepare required reports for the Secretary of State and maintain voter history files.
  • Assists with conducting of elections and processing election documents; registers voters, keys voter data into computer, and other election related duties as assigned.
  • Assists in coordinating election database setup and testing and verifying petitions.
  • Prepares and distributes election-related pamphlets, brochures, instructional guides, advertising and promotional materials; may maintain Clerk's website.
  • Maintains the Polling Worker databases; assists with assigning precincts to polling locations, ensuring that poll sites are handicap accessible, fully supplied, and operationally prepared for election-day activities.
  • Research and locate historical documents.
  • Archive records pertaining to the County Clerk's Office for future reference and accessibility.

Education and Experience

  • High school diploma or equivalent
  • 2 years experience in an administrative role preferred or any combination of experience and education that would likely produce the required knowledge, skills and abilities
  • Mus maintain a valid Nevada driver's license

  • Knowledge of all procedures and functions of assigned focus areas.
  • Nevada Revised Statutes, as they apply to the operation of the Elko County Clerk's Office.
  • Nevada Administrative Code, as they apply to the operation of the Elko County Clerk's Office.
  • Other agencies, their roles, and responsibilities in relation to the duties and operations of the Elko County Clerk's Office.
  • Basic office operations. Extensive knowledge of Windows and Microsoft Office software and personal computers.
  • Skills

  • Providing strong customer service and excellent collaborative teamwork.
  • Must possess strong written and verbal communication skills.
  • Use computer technology, office equipment and basic troubleshooting skills.
  • Abilities

  • Read and understand a variety of legal documents, and the procedure related thereto.
  • Listen carefully, understand, and transcribe, concise notes, using appropriate grammar and punctuation.
  • Work under pressure and maintain composure in stressful situations. Multitasking is essential.
  • Operate specialized computer programs and related equipment.
  • Maintain a professional attitude and appearance when performing office and courtroom duties.
  • Take responsibility for individual work products.

  • Physical Demands and Working Environment

    An employee in this position must meet the following physical requirements upon application :

  • Strength and stamina to be sedentary.
  • Strength and stamina to drive long distances and to perform occasional lifting up to 45 lbs., reaching, bending, and standing for long periods of time.
  • Ability to appropriately handle stress and interact with others, including supervisors, coworkers, clients, customers and the public.
  • Regular and consistent punctuality and attendance.
  • Generally clean work environment with occasional exposure to conditions such as dust, fumes, odors, or noise.
  • Periodic contact with angry and upset individuals
  • Frequent interruptions of planned work activities by telephone calls, office visitors, and response to unplanned events.
  • Program, test and certify a high number of election equipment which involves setting up and putting away equipment.
  • Setting up several polling locations for voting in one day.
