Purpose of the Job
This position represents a high level of responsibility, shared with other process owners, for Service Parts order execution including production planning of manufacturing operations, warehouse inventory stock levels, and global distribution sourcing decisions. In general, the position represents a process ownership role within the product line and success is key to customer satisfaction.
The position requires management of all functional issues relative to Production and Inventory Control for the Global Service Parts business required to sustain effective operations. It encompasses involvement throughout the entire value stream beginning with pre-contract forecasting and ending with order shipment and therefore is designed to accomplish the accurate and timely integration of inputs and outputs from diverse groups ranging from Sales to shop floor personnel.
Background and Experience
B.A. or B.S. degree from an accredited college or university. Or commensurate experience.
Fundamental knowledge and application of MRP / ERP systems and the associated skill set.
Minimum of five years' experience in Production and Inventory Control.
Minimum of five years' experience relative to engineered-to-order manufacturing.
Intermediate level computer skills.
Demonstrated analytical skills.
Basic supervisory skills.
Understanding of multi-level bill of material structures.
Understanding of inventory control requirements and storeroom operation.
Demonstrated communication skills both verbal and written.
Must have a process driven mindset. Ability to utilize metrics and KPI’s to actively manage production.
Experience managing teams and direct reports.
Preferred Experience:
Degree in Operations Management, Business Management, Manufacturing Technology, Supply Chain Management, or similar.
Advanced certification such as an MBA or APICS certification CPIM.
Oracle or SAP production planning super-user level skills.
Demonstrated understanding of capacity management / theory of constraints concepts in a manufacturing production environment.
Ten plus years' experience in Production and Inventory Control.
Ten plus years' experience relative to engineered-to-order manufacturing.
Demonstrated supervisory skills.
Experience in distribution warehouse operations is a plus.
Experience with CNC machining, CAD / CAM software is a plus.
Nature of the Job
Control the diverse functional integration of inputs and outputs to accomplish the execution of manufactured items to the satisfaction of internal and external customers.
Maintain a role of ownership and operational accountability for manufacturing operations.
Develop, implement and analyze order demand and production schedules; including but not limited to load versus capacity driven sourcing decisions.
Direct / supervise the daily activities of a team of Production Planners and CAD / CAM technicians.
Manage the flow of material demand and inventory stocking decisions between regionally positioned warehouses in Americas, EMA, and Asia Pacific.
Design, develop and integrate process improvements into daily activities.
Control order priorities, schedules and related resources issues, including Procurement, Manufacturing, and Warehouse prioritization.
Develop a customer responsive process while maintaining departmental efficiency.
In most cases activities are governed by established guidelines, although numerous unique situations are encountered due to the combination of various execution factors. These situations require application of overall value stream knowledge to develop workable solutions.
Contact with Others
Internal contacts: All levels of management within the following functional areas: Inside Sales, Project Management, Engineering, Drafting, Manufacturing, Procurement, Quality, Finance, and shop floor personnel.
External contacts: Supply chain personnel from other Ebara Elliott Energy business units. Infrequent contact with customers on order delivery related issues (via Project Management) and suppliers on material delivery related issues (via Procurement).
The person in this position would be a key member of cross-functional problem-solving teams.
Infrequent travel to visit team members in AP and EMA regional warehouses.
Supervision
The position is managerial in nature as it requires daily supervision of processing functions and provides direction to other functional areas in order to integrate the required activities to execute orders. The position also requires hands on responsibility for management of the production scheduling and inventory system.
Ability to manage direct reports in other countries and regions, remotely.
The direct supervisory activities would include: training, priority setting, scheduling, resource planning, measurement of results, and corrective action.
The position has authority over hiring, discipline, discharge, performance appraisal and salary planning activities and will follow established approval procedures to execute that authority.
Specific Job Responsibilities/Competencies:
General
Prioritization of work within the Production Control department and direct coordination with associated departments (Engineering, Drafting, Order Entry, etc.).
Track and expedite (as needed) related activities to support performance to contractual schedule and budgetary parameters. Key activities include but are not limited to: sourcing of raw material, development of CNC programming, logistics coordination, interdepartmental transfer of units and parts and final shipment coordination.
Support customer expediting requests along inside sales and project management.
Performance of directed special projects and continuous improvement activities.
Develop, establish and maintain departmental procedures and associated process metrics related to process cost, quality, cycle time and timeliness.
Planning of the future evolution of the order fulfillment process as related to Production and Inventory Control.
Assure a safe work environment for reporting personnel.
Complete personnel evaluation, hiring, termination, training, on-boarding activities as required.
Manufacturing Production Planning
Control and maintain ownership and accountability of the manufacturing production sequence and associated interface activities required to successfully execute manufactured orders to contract schedules and to customer satisfaction.
Achieve the accurate and timely processing of the required detailed transactions to facilitate execution of orders. Transactions include, but are not limited to, the following: disposition of demand in ERP, creation of requisitions and work scopes (make, internal buy, external buy, outsourcing, combinations), spec releases, NCR's, capacity planning, and inventory processing / control functions.
Manage and maintain shop floor routing details and standard hours.
Actively track and monitor performance of actual vs standard hours.
Manage team of CAD / CAM technicians, ensuring steady stream of programs available to support maximum machining throughput, via continuous CNC spindle runtime.
Coordinate with procurement to ensure steady stream of material to maintain machining throughput.
Manage loading and daily prioritization of manufacturing work centers.
Provide status / schedule updates of manufacturing backlog, communicating to Project Management and Finance as needed to communicate to customers or to make revenue recognition decisions.
Achieve on time delivery in support of the customer contractual shipment dates and EEE financial objectives.
Develop and document procedures to enhance the workflow within Production Control and monitor that subordinates follow the prescribed procedures.
Develop and maintain lead-times for both and individual parts and orders based on scope and specification. Manage lead times in the ERP system as well as support inside sales on lead time requests during quotation development.
Develop manufacturing load hours to provide a basis for capacity planning and outsourcing decisions.
In conjunction with manufacturing personnel, develop and implement ideas to achieve manufacturing automation. Coordinate with management to develop Capital Investment plans required to achieve automation and efficiency.
Inventory Management
Develop and manage inventory levels based on historic usage and sales forecasts.
Manage min / max stock levels for all held inventory. Manage Economic Order Quantities with input from the Procurement team.
Plan and execute annual physical inventory requirements, including annual audit, accuracy of > 95%, cycle counting, utilization of slow-moving inventory and disposition of obsolete materials.
Make inventory scrap decisions in accordance with applicable work instructions and approvals.
Distribution
In conjunction with inputs from Procurement and Cost Management teams, manage and maintain the ERP sourcing attributes (make, internal buy, external buy) for all demand in each of the three regional warehouses.
Determine the inventory stock of items that should be held within each individual warehouse. Generally, the warehouse within the region that the item is sourced will procure and distribute adequate volume out to each region as necessary.
Interface with respective functions to facilitate shipment process.
