SUMMARY
Plans and administers policies relating to all phases of human resources activities by performing the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
  • Identifies legal requirements and government reporting regulations affecting human resource functions and ensure policies, procedures, and reporting are in compliance.
  • Recruits, interviews, tests, and selects employees to fill vacant positions.
  • Plans and conducts new employee orientation to foster positive attitude toward company goals.
  • Keeps records of benefits plans participation such as insurance and 401k plan, personnel transactions such as hires, promotions, transfers, performance reviews, terminations and employee statistics for government reporting.
  • Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.
  • Advises management in appropriate resolution of employee relations issues.
  • Responds to inquiries regarding policies, procedures, and programs.
  • Administers benefit programs such as life, health, dental, disability insurances, 401k plans, vacations, sick leave, leave of absences and employee assistance.
  • Investigates accidents and prepares workers compensation reporting.
  • Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
  • Prepares reports and recommends procedures to reduce absenteeism and turnover.
  • Represents organization at personnel- related hearings and investigations.
  • Contracts with outside suppliers to provide temporary employee services.
  • Prepares paychecks and maintains payroll records.
SUPERVISORY RESPONSIBILITIES
  • Operates as a standalone HR function but may oversee an HR assistant or coordinator as the department grows.
  • Carries out indirect supervisory responsibilities over all employees in accordance with the organization’s policies and applicable laws.
  • Is responsible for the overall direction, coordination, and evaluation of this unit.
Responsibilities also include:
  • Interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS

  • EDUCATION and/or EXPERIENCE
    • Bachelor's degree from four-year College or university; or one to two years related experience and/or training; or equivalent combination of education and experience.
  • LANGUAGE SKILLS
    • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • MATHEMATICAL SKILLS
    • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages. Ability to apply concepts of basic algebra and geometry.
  • REASONING ABILITY
    • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
