Overview :
emerjence LLC is seeking a highly skilled Program Manager with a strong technical background to support the Internal Revenue Service (IRS). This role requires expertise in COBOL, Java, and C , in addition to program management experience. The Program Manager will be responsible for leading complex technology-driven initiatives, coordinating with stakeholders, managing budgets, and ensuring the successful execution of software development and modernization projects.
Key Responsibilities :
- Technical Program Leadership : Lead and manage cross-functional software development and modernization programs involving legacy and modern technologies, ensuring alignment with strategic IT objectives.
- Stakeholder Management : Build and maintain strong relationships with project sponsors, technical teams, and external vendors, ensuring clear communication and effective collaboration throughout project lifecycles.
- Software Development Oversight : Work closely with developers, engineers, and IT teams to guide projects involving COBOL, Java, and C in both legacy and modern system environments.
- Change Management : Apply change management principles to guide teams through technology transitions, including legacy system modernization efforts.
- Scope Development : Define technical project scope, deliverables, resources, work plans, budgets, and timelines for IT-related initiatives.
- Budget & Resource Management : Develop and oversee project budgets, ensuring adherence to financial goals and accountability for software development projects.
- Risk Assessment : Identify, analyze, and manage technical and operational risks , developing strategies to mitigate potential issues and maintain project progress.
- Performance Evaluation : Implement processes for evaluating program performance and reporting outcomes to managers, technical teams, and stakeholders.
