Basic Function
The Senior Director of Programs will oversee rapid project implementation and effective program management across ConnectALL’s diverse portfolio, which is complex, fast paced, and high profile. The Senior Director will ensure that ConnectALL’s programs are completed on time and implemented to the highest standards in accordance with all state and federal requirements.
Work Performed
Minimum Qualifications
Education Level Required: Bachelor’s degree or Associate’s degree with 9 years, direct relevant experience may substitute.
Relevant Experience required: A minimum of five (7) years of experience required with significant direct experience in one or more of the following fields: economic development, government, strategic or urban planning, public administration, community organizing, procurement of public services, grants administration, or related business or not for profit area. Direction of large-scale programs or grant portfolios through the entire program life cycle including program design, execution, and developing performance indicators.
Knowledge Required: Demonstrated knowledge of project and program management, data driven analysis, and program evaluation. Familiarity with program design and developing operations to support program outcomes. Work well independently, collaboratively and must have passion for closing the digital divide in New York.
ALTERNATE MINIMUM REQUIREMENTS FOR INTERNAL CANDIDATES: A minimum of 5 years of satisfactory service in another (relevant) position with Empire State Development. Up to 2 years.

Work Performed
- Implement ConnectALL’s program portfolio with public and private sector grantees: Ensuring ConnectALL has effective systems and documentation to scale operations and overseeing compliance with state and federal requirements.
- Develop consistent and efficient workflows within ConnectALL and at points of intersection with other ESD departments.
- Design key performance indicators to monitor and report on program progress, identify barriers, proactively assess and address challenges, and accelerate progress.
- Supervise program managers responsible for managing ConnectALL grant programs and develop common management systems for effective reporting.
- Work with ConnectALL Broadband Deployment and Digital Equity teams to develop integrated workflows across the organization.
- Represent ConnectALL through preparation of briefing materials for ESD leadership, Executive Chamber, and other State agency and Federal stakeholders.
- Oversee internal documentation and requirements relating to grant deliverables and payment disbursements contracts and the procurement of contact services and other tasks as needed to effectively implement ConnectALL programs.

Salary : $110,000 - $120,000
