BASIC FUNCTION:
This position will assist in directing the design vision for ESD projects—including design and inclusion of public benefits and compliance with New York State’s ambitious climate and housing agendas. This position will direct and conduct project feasibility studies, review proposed project designs, legacy project design changes and negotiations, and provide compliance review for ongoing projects. This position collaborates closely with real estate project managers, other technical staff, and hired consultants. The Senior Architect will select and manage consultant contracts and will serve as a Design & Construction contact with other ESD departments. This position will also assist development teams in public agency reviews, procedures, and processes
for permit approvals.
WORK PERFORMED:
Planning Phase
- Perform site investigations.
- Conduct feasibility studies for preliminary project financial analysis, visioning meetings, and interagency coordination.
- Manage design consultants on planning, infrastructure, decarbonization, and other studies.
Development Phase
- Review available plans and documents, coordinate inputs from elected and public stakeholders, and evaluate preliminary feasibility of proposed projects, provide technical guidance to other departments.
- Examine physical aspects of existing structures, identify appropriate reuses and rehabilitation work required and costs.
- Assist in development And review of Requests for Proposal ("RFP").
Design Phase
- Screen and recommend selection of developers, architects, engineers, construction managers and contractors.
- Coordinate with outside architects on design development and preparation of the Design and Use Guidelines (regulating land use, bulk, massing, etc.).
- Complete compliance reviews with the Design and Use Guidelines and environmental commitments prior to issuing building permit approval letters.
Construction Phase:
- Review and approve required design changes during the construction phase.
- Review architect bulletins, design changes, and change orders prior to ESD approval (if an ESD funded project).
Miscellaneous Functions
- Provide status reports on project schedule and all work in progress.
- Conduct in-house studies on architectural related activities.
- Review development proposals, legal agreements, and contracts.
- Approve consultant's invoices.
- Meet with Developers, Owners, Consultants, Agencies & Municipalities. Prepare ESDC Board Materials.
MINIMUM REQUIREMENTS:
Education Level required: Degree in Architecture; New York State license is required.
Equivalent Experience required: A minimum 5 plus years of experience in planning, design, and construction of multiple building types inclusive of residential, commercial, and/or other public venues. Experience should cover design and supervisory activity in the private sector/governmental agencies, along with community board contact. Experience with New York State and New York City building codes is mandatory. Experience with the New York City Zoning Resolution is preferred.
Knowledge required: Broad working knowledge of architectural design and practice. Building codes, structures, construction methods and materials, building systems, specifications, contractual and legal aspects of trades and procedures, as well as public bidding laws and practice, etc. Working knowledge of SketchUp, AutoCAD, Adobe Creative Cloud, ArcGIS is preferred.
