The duties that the incumbent of the vacancy will be expected to perform. Duties Description Working under the general direction of the Contract Manager, the Employee Program Assistant (Contract Management Specialist) will be responsible for managing a wide range of contract and finance activities along with employee travel, and records management. Duties include, but are not limited to: • Prepare required reports for MWBE and SDVOB, review contractor submissions for compliance with MWBE and SDVOB policy, attend conferences, meetings, and training as required. • Provide guidance to agency staff in contract development and/or negotiation of contracts, Requests for Proposals (RFPs) or sole/single source procurements and other related financial documents and assist in the resolution of problems with these documents. • Review and process discretionary procurements, obtain required approvals prior to submission to control agencies, monitor procurements throughout the approval process, and act as a liaison between various procurement agencies.•Coordinate Accounts Payable activities through eSettlements, ensure the processing of all invoices and vouchers for applicable payment method.•Enter B-1184 requests into the Division of the Budget’s database. Forward approved requests to program staff. •Assist in the preparation of financial reports, create and run reports in SFS as requested, review encumbrances and balances.•Prepare and distribute Monthly Financial Statements to Unit/Committee Directors. •Work closely with OSC, SFS and the Business Services Center (BSC) liaisons on various procurement processes.• Assist with special assignments and projects as appropriate and necessary.

The minimum qualifications required for this vacancy. Minimum Qualifications • Bachelor’s degree and two years of relevant experience.* • Knowledge of and experience with the Statewide Financial System (SFS) preferred.• Experience with Microsoft Office Suite strongly preferred.• Demonstrated ability to successfully collaborate with others, a genuine team player.• Excellent communication and customer service skills.•A satisfactory equivalent combination of appropriate experience and education as determined by the New York State Office of Employee Relations.*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
