The duties that the incumbent of the vacancy will be expected to perform. Duties Description Duties: Under the supervision of an Assistant Director, the Employee Relations Assistant provides direct support to one or more professional staff and directors. Duties include, but are not limited to: • Direct and manage agency projects by conducting research, developing implementation strategies, providing oversight, implementing policies and procedures, and offering recommendations to program staff to resolve issues and ensure project timelines are met. Includes management of negotiated programs including, but not limited to, employee organization leave and quality of work life (QWL) grant programs.• Provide strategic direction for projects by developing short- and long-term project goals, and timelines for implementation. • Perform research and analysis for the Contract Negotiation and Administration Division; and prepare reports for use by executive management. • Perform special studies to support the development and implementation of negotiated programs. • Develop and maintain partnerships with internal and external entities. Meet with outside stakeholders to discuss programs and projects. • Identify barriers to the success of projects and propose and implement solutions.• Serve as a consultant to executive management on projects and programs and provide status updates to executive staff and other parties. • Research alleged contract violations/grievances; identify and gather documentation necessary for review and determination. Draft determination for review and approval by Assistant Director.• May supervise staff.

The minimum qualifications required for this vacancy. Minimum Qualifications Minimum Qualifications: • Bachelor’s degree and three years of relevant experience.* • Minimum three years of experience in program support role with varying job responsibilities.• Proficient in the use of Microsoft Office Suite including Excel and PowerPoint. • Excellent organizational, customer service, interpersonal, and communication skills.• Project management skills preferred.• Ability to work as part of a team and independently. • Ability to deal with multiple priorities, competing deadlines, and attention to detail is a must.• A satisfactory equivalent combination of appropriate experience and education as determined by the NYS Office of Employee Relations.*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
