The Employment Development Department (EDD) is looking for a highly motivated and qualified individual to join our dynamic IT team. The Information Technology Specialist I (Software System Administrator) acts as a technical expert responsible for administering and maintaining EDD's Commercial Off-the-Shelf (COTS) and Software-as-a-Service (SaaS) applications. The incumbent is responsible for system configuration, incident management, request management, change management, and user support, with a strong emphasis on prioritizing end-user needs and collaborating effectively with technical staff and stakeholders. Excellent verbal and written communication skills are essential, along with the ability to maintain comprehensive system documentation. The incumbent will also provide support on application projects/initiatives as needed.

The position is located in the heart of downtown Sacramento at EDD's headquarters office at 800 Capitol Mall, Sacramento CA. 95814. The position may be eligible for telework under EDD's telework policy. Employees are required to report to their headquarters office as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee. ARU 347

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1. Commercial off-the-shelf (COTS) Software Experience

  • Extensive experience supporting a variety of COTS software applications. (e.g., ServiceNow, OpenText ALM, Connect-It, Jira, Confluence, DocuSign, ProLaw, GovQA)
  • Strong understanding of integration methodologies.

2. ServiceNow Administration Experience

  • 3 years of experience in ServiceNow administration.
  • Knowledge of ServiceNow ITSM, ITAM, CMDB and WSD modules.
  • Ability to customize workflows and create business rules.
  • Working knowledge of ITIL and ITSM principles and practices.

3. Jira Administration Experience

  • Proficient in Jira setup and configuration.
  • Experience in customizing Jira workflows and dashboards.
  • Familiarity with Jira plugins and integrations.

4. Software Development Life Cycle (SDLC)

  • Understanding of Agile and Waterfall methodologies.
  • Experience in requirement gathering, analysis, design, and implementation.

5. Technical Skills

  • Proficiency in programming/scripting languages (e.g., JavaScript, PowerShell, SQL).
  • Familiarity with APIs and web services (REST, SOAP).
  • Proficiency in data integration techniques and tools. Experience with ETL processes, data mapping, quality assurance and connecting COTS applications with other systems to ensure seamless data flow and synchronization.

6. Collaboration and Communication

  • Strong ability to lead and work with cross-functional teams.
  • Excellent written and verbal communication skills.

7. Problem-Solving Skills

  • Proven ability to troubleshoot and resolve complex issues.
  • Experience in conducting root cause analysis.

8. Project Management

  • Ability to be flexible and organize workload to accommodate changing priorities and manage multiple assignments concurrently.
  • Ability to work under pressure to meet tight deadlines on highly visible projects.
  • Familiarity with project management tools (e.g., Jira, BrightWork, Microsoft Project).

9. Technical Documentation

  • Strong technical writing skills
  • Ability to create system documentation (e.g., product requirements, design/architecture, product roadmaps, source code, UX design, test plans).
  • Ability to create End-user documentation (e.g., user manuals, installation manuals, troubleshooting guides).

3. Describe your experience with Jira administration. What tasks have you managed, such as configuring workflows, managing user permissions, setting up projects, or integrating systems? Please provide an example of a complex configuration or customization you implemented to optimize Jira for a team or organization.

Background Investigation Requirement

The position(s) may require an applicant to pass a background investigation. However, applicants will not be asked to provide information about a conviction history unless they receive a conditional offer of employment.

The department will make an individualized assessment of whether the conviction history has a direct or adverse relationship with the specific duties of the job and the work performed by the department. The investigation will consist of completion of a personal history statement and fingerprinting checks with the Federal Bureau of Investigation, Department of Justice, and/or local law enforcement agencies.
