Job Summary
The WIC Clerk/Certifier's primary job functions are to provide direct WIC services to applicants and clients and provide clerical support for the WIC Program.    

Job Specific Competencies
1. Screens, enrolls, transfers and schedules
a. Screens applicants, enrolls qualifying pregnant women, and transfers clients by completing demographic, ID, residency and household data collection, income verifications, Rights and Responsibilities notifications and appointment scheduling.
2. Distributes WIC checks according to policies and procedures.
3. Performs general reception duties:
a. Greets clients using AIDET model.
b. Schedules and confirms appointments.
c. Redirects clients to appropriate individuals.
d. Answers phones.
e. Copies, scans and faxes documents.
f. Mail out notifications and reminder letters.
g. Run weekly and monthly reports.
h. WIC Card Inventory
4. Uses client centered counseling skills in providing all services to clients.
5. Maintains accurate files and records and completes documentation in computer system for services provided.
6. Coordinates with providers and other departments for services and referrals needed to meet client needs as determined in the interview process.
7. Maintain participating caseload at 100% by scheduling walk-ins, completing appointment reminder calls, rescheduling missed appointments, and following up with inactive clients.
8. Participates in staff in-service training, conferences and continuing education opportunities.
9. Provides interpreting services and client scheduling for monolingual staff as needed.
10. Ensure that State and CVCH WIC program policies and procedures are strictly adhered to.
11. Provide instructions to clients on their rights and responsibilities, use of WIC cards, approved WIC foods, shopping tips and use of breast pumps.

2. Expected to be prepared to start shift at scheduled time, meet attendance standards, and work the hours necessary to perform the essential functions of the job.

Job Specifications
1. Education: High school diploma or GED.

2. Certification/Licensure: Basic Life Support (BLS) or CPR required or must be able to obtain within first 90 days of employment. Must be eligible for Medical Assistant-Registered Licensure. Must be willing to be complete blood hemoglobin testing training.

3. Experience: One year experience working in an office setting preferred. Previous experience working in WIC program preferred.

4. Language Skills: Bilingual in English/Spanish required.

5. Essential Technical/Motor Skills: Knowledge of computer applications and equipment related to work. Must have basic computer and keyboarding skills and have the ability to enter data within company’s computer system; must demonstrate manual dexterity.

6. Interpersonal Skills: Ability and willingness to work with diverse individuals. Strong interpersonal and communication skills and the ability to work effectively with other staff and management and with a wide range of consumers in a diverse community. Demonstrated skill in developing and maintaining productive work teams. An awareness and appreciation for both the health and socioeconomic needs of low-income, underserved population. Contact with the public is required.

7. Essential Physical Requirements: This job is performed mostly in a typical inside, office environment. Essential physical requirements of this job include: light physical effort; repetitive motions of wrists, hands, and/or fingers; standing, walking, lifting, reaching, kneeling, bending, stooping, pushing, and pulling; frequent sitting; lifting and/or moving items weighing up to 10 pounds; ability to read forms and computer screens and to read correspondence and other documents.

8. Essential Mental Abilities: Essential mental abilities include: knowledge, background and interest appropriate to providing sensitive, professional, direct support to all clients; must have the ability to explain and teach processes; ability to exercise sound independent judgment; ability to analyze problems and develop situation appropriate responses to client issues; adheres to State regulations for First Steps—ability to make decisions in line with state and federal regulations; ability to read, comprehend, and analyze documents, regulations, and policies; ability to prepare and submit complete and succinct documents necessary to the job.

9. Essential Sensory Requirements: Essential sensory requirements include the ability to: read computer keyboard, monitor, and documents; prepare and analyze documents; read extensively; see, recognize, and assess non-verbal behaviors of consumers as part of the intake process; hear, recognize, and assess verbal presentations of clients; receive and convey detailed information orally, by telephone and in person; convey accurate and detailed instructions by speaking to others in person and by telephone in English and/or Spanish.

10. Exposure to Hazards: Worker is subject to inside environmental conditions on a frequent basis with moderate noise. Worker has contact with consumers and other staff and may be exposed to medical conditions presented by them. Possible exposure to blood and body fluids.

1. Tasks routinely involve a potential for mucous membrane or skin contact exposure to blood, fluids or tissue. Use of personal protective equipment (PPE), when appropriate, is required.

Each year after that employee will accrue 8 hours of PTO each year, on their anniversary date, until they reach a maximum of 208 hours at 10 years.

Paid Leave may be used immediately for sick leave and after 3 months employment for vacation. Maximum accrual cap of 320 hours; hours in excess of 320 hours will automatically transfer into the employees EIB.  

Extended Illness Bank (EIB)

Allows for maximum accrual of 200 hours

PTO hours in excess of 320 will transfer into EIB. Employees are eligible to use EIB hours after at least 3 consecutive scheduled working days of PTO (max 24 hours) which have been used for a personal illness and/or a qualifying event under FMLA or the WA Family Care Act.

Holidays are calculated as 8-hour days if full time, 1.0 FTE, and paid based on the calendar year (January 1 through December 31).  Holiday hours will be added to the employee’s timecard automatically. If an employee is part-time, as documented in our HR/Payroll system, Holiday hours will be pro-rated.  If an employee starts after the calendar year has begun, holiday hours will be prorated based on remaining holidays in the calendar year and diversity days will be prorated as outlined below:

·         Jan 1- April 30: 3 diversity days (24 hours if 1.0 FTE)

·         May 1 – August 31: 2 diversity days (16 hours if 1.0 FTE)

·         Sept 1 – Dec 31: 1 diversity day (8 hours if 1.0 FTE)

Tuition Reimbursement

For approved courses, the cost of tuition, books, and lab fees may be reimbursed at 75% of the actual costs up to a maximum of:

·         $2,000 for an Associate’s degree, vocational, technical, or certification program

·         $2,500 for a Bachelor’s degree

·       $3,000 for a Master’s degree

Upon approval; regular employees who work at least 20 hours per week, have successfully passed their evaluation period and are in good standing may apply.

 

Employees must agree to work for a period of one (1) year from the date of receipt of tuition reimbursement and obtain satisfactory completion of approved courses or Challenge Exams.

$19.38-27.74 per hour for WIC Certifier
