Outreach Specialist/Housing Intake Specialist
Encompass Community Supports, formerly known as Rappahannock Rapidan Community Services (RRCS) is hiring an Outreach/Housing Intake Specialist to work in our Culpeper office.

At Encompass Community Supports, our full-time employees work 37.5 hours weekly.
Encompass Community Supports Rapid Re-Housing (RRH) Program provides short-term financial assistance for housing along with case management support to individuals and families experiencing homelessness in our region. The program’s temporary financial assistance assists with move-in costs and can also provide short-term rental and/or utility assistance. The program offers resources and services that are tailored to the unique needs of the household.
SOME OF THE RESPONSIBILITIES:
- Collaborate with agency and area service providers to match potential program participants to appropriate housing options. Maintain communication with each service provider as needed to ensure the highest quality of service to participant.
- Advocate for participant needs and making referrals to supportive services (including, but not limited to, mental health services, medical care, food pantries, energy assistance, substance abuse counseling) in our community as appropriate and support participant in navigating this process. Maintaining contact with all housing participants on a regular basis, appropriate to their particular status and needs.
- Building professional relationships with clients, providers, and community partners.
- Establish and maintain relationships with landlords, rental property management, etc... Continue housing searches on a daily basis.
- Inspect housing units, schedules interviews, obtain income verifications, assist with computing rents and utility allowances; properly notify participants of any rent changes and assist with tasks related to the timely conduct of initial, annual, and interim re-certifications in accordance with program deadlines
- Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
- Strong organizational and follow up skills and must be detailed oriented.
- Ability and skill to deal in an effective manner with team members, participants, landlords, and social service agencies; Knowledge of Housing First principles a plus.
- Ability to perform duties of the position with minimal direction through their own initiative and work in a time-sensitive environment.
- Knowledge of MS Office, to include Word and Excel.
REQUIRED QUALIFICATIONS:
- Associate’s degree in human services/social and/or related work equivalent.
- Valid Driver’s License
PREFERRED QUALIFICATIONS:
- One-year experience Housing Rental Assistance and/or special assistance programs, homeless services and experience with HUD and/or knowledge of housing quality standards a plus.
