Summary
The Specialist-E&C Project Compliance reports to the Sr. Manager of E&C Project Compliance. The Specialist works with Engineering and Construction Engineers, Project Managers, and other support staff to provide regulatory guidance and ensure E&C project compliance. The Specialist will make sure project documentation is traceable, verifiable, complete and in accordance with the Company’s Engineering Standards and applicable State and Federal rules and regulations. The Specialist will assist in training E&C Project Managers, Construction Managers, and Office Managers on the use of Project PULSE and other corporate databases . The Specialist will also perform quality audits during construction to verify the required technical and engineering records are properly collected and uploaded to the Construction Document Management System in accordance with the Company Engineering Standards and represent the department during external agency audits.

Essential Duties & Responsibilities
- Provide training to E&C Project Managers, Construction Managers, and Office personnel responsible for project documentation .
- Perform field and internal audits during the construction projects to verify the required technical and engineering records are properly collected and uploaded to the Construction Document Management System in accordance with the Company Engineering Standards and state/federal regulations to ensure records are traceable, verifiable, and complete.
- Facilitate meetings with project teams and internal Subject Matter Experts to resolve issues.
- Provide guidance to project teams with procedural, compliance, or documentation issues.
- Represent Group during Federal and State agency construction audits
- Assist E&C Project Compliance Group in maintaining the Company’s Engineering Standards for Project Documentation and other forms and guidelines used during Construction of Company facilities
- Provide assistance with the continuous improvement of the Company’s Construction Project Management System
Requirements

- High School diploma or equivalent and 6 years of relevant work experience
- Ability to work in a fast paced environment with multiple concurrent assignments
- Must be detail oriented with good organizational skills
- Ability to communicate and assist in the resolution of issues in a professional manner
- Must be able to interface effectively with all levels of internal and external personnel
- Must have thorough knowledge of pipeline and/or pipeline facility construction and appropriate engineering records including inspection,
- Must be familiar with 49 CFR Parts 192 and 195 and other related industry standards, specifications, and codes.
- Must have strong computer skills including Microsoft Word, Microsoft Excel and web based applications via a mobile device.
- Engineering degree or relevant technical training with 10 years of experience.
- Strong communication and presentation skills
- Industry certifications such as AWS-CWI, NACE / AMPP
- Strong knowledge of 49 CFR 192, 195, state pipeline safety regulations, and standards incorporated by reference (API, ASME,MSS,ASTM,NFPA,NACE)
- Experience working with Federal and State regulatory agencies
- Working knowledge of pipeline drawings, surveys, welding, coatings and other associated topics
- Ability to participate in team discussions with an open-minded and professional approach and comfortably interact with internal and external stakeholders.
- Must be able to travel up to 70%, overnight travel required.
- Driving, walking, and standing frequently, sometimes in excavations and uneven terrain
- Exposure to adverse weather, cramped conditions and some heavy lifting
- Visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment
- Must be able to work effectively away from traditional office environment (hotel, airports, roadside parks etc.)
