ECS is seeking an individual to support the planning and execution of HD and DSCA exercises and exercise related events, which includes missions related to relevant component level command plans and orders, the National Response Framework (NRF), National Incident Management System (NIMS), Incident Command System (ICS) and HD and CRE related planning, training, evaluation and training programs. The candidate should be familiar and have the ability to use standard systems employed in the development of HD and DSCA missions, which includes CRE missions, to include Google Earth and Microsoft Office (PowerPoint, Word, and Excel) products. The individual should have a working knowledge of the NRF, ICS, current Federal and State emergency management and response processes and procedures, as well as the Department of Defense (DOD), NORAD & USNORTHCOM (N&NC), and United States Army North HD and DSCA plans, orders, policies, functions, and procedures. In addition, the SUB shall have skills and the ability to produce exercise products that support contingency plans for HD and DSCA response of DOD assets. Additionally, you should have a working knowledge of how DSCA response complements the NRF based upon the Improvised Nuclear Device (IND) planning scenario developed by the Department of Homeland Security (DHS) and Department of Defense Directive (DODD) 3025.18, Defense Support of Civil Authorities, which provides guidelines for DOD participation in these operations, and identifies criteria for evaluation of requests in order to provide appropriate response to Requests for Assistance (RFA) from a Lead Federal Agency (LFA). This position will require periodic travel to support exercise events. This position falls under the supervision of the VP, Global Services.
Primary Responsibilities
- Attends meetings internally and externally to support the CBRN CRE Program
- Apply M&S knowledge to develop simulated training environments to execute exercise scenarios and vignettes that support USNORTHCOM and USARNORTH events and exercises.
- Identify network and related simulation requirements in support of Command Post Exercises (CPX), Certification Exercises (CERTEX) and other events.
- Provide the manning, organization, and conduct for establishing Command Post Exercises (CPXs) with supporting simulation at the Army Division and above level and shall understand the requirements of establishing and running Lower Control and Simulation Cells.
- Establish additional operational positions that are in direct support of the CPX/other exercises that enhance and support the execution of the event.
- Manning various cells such as, but not limited to, a Higher Control (HICON)/Higher Command (HICOM); the control cell for all EXCON/White Cell support; and EXCON LNO positions with varying elements in support of each exercise
- Assist USARNORTH and USNORTHCOM planners in developing training event programs designed to train and certify the various command and control staffs that include assigned and allocated forces sourced against USARNORTH and USNORTHCOM, regional DCO/Es, TFs/JTFs, Dual Status Commanders, the USARNORTH Contingency Command Post (CCP), and the USARNORTH Main Command Post (MCP). Training Event planning also includes deployment / redeployment training.
- Supports development of research plans, study plans, data collection plans, site visit plans, and trip reports
- Maintains thorough documentation and reporting
Required Skills/Experience
- U.S. Citizen
- Active Secret Security Clearance
- Complete Defense Support of Civil Authorities (DSCA) Phase 1 and FEMA 100, 200, 700 and 800b online courses within forty-five days of assignment to USARNORTH
- Valid U.S. (State) and international driver’s license
- Familiarity Have a wide-ranging knowledge of the Army and Joint Modeling and Simulation federations and associated system
- Working knowledge of model and simulations (M&S) capabilities and make education recommendations on which M&S tool or tools to use to meet Commander’s objectives.
- Working knowledge of Army and Joint Exercise Planning Design and experience in Joint Exercise Lifecycle (JELC) events, Technical Integration Working Groups (TIWG), Event Operational Testing (EOT), Event Functional Testing (EFT), and After-Action Reviews (AAR).
- Able to self-manage and work in an environment of high autonomy
