Position Summary

Core Duties And Responsibilities
- In collaboration with the CFO and Executive Vice President, develop annual operating plan goals and financial budgets to meet those goals.
- Maintain positive working relationships with County program representatives, landlords and outside vendors.
- Design, develop, and maintain contract monitoring to ensure company is meeting service requirements.
- Accurately and timely complete all required budgets, budget amendments, and contractual reports to County agencies.
- Work closely with the Executive Vice President to develop accurate, timely and useful operational reports for the clinical management team.
- Ensure accurate, timely and useful financial information and reports are produced, including, but not limited to, income statements, balance sheets, and other pertinent reports.
- Ensure the effective delivery of routine financial services and operations of the company, including, but not limited to, payroll, cash management, accounts receivable and payable, and general ledger maintenance.
- Oversee day-to-day functions of the accounting department, including supervision of the Accounting Manager, Payroll Clerks, and Billing Department.
- Establish and maintain systems for financial controls and reporting as needed for various functions including, but not limited to, payroll, employee benefits, employee reimbursements, credit card usage, petty cash, purchasing, and capital equipment.
- Oversee the billing department and its functions, including the supervision of the Billing Manager.
- Ensure timely and accurate data entry of all billings to various government contracts.
- Utilize reports and data extracts from DMH IS to consistently track services and billings to budgeted and contracted amounts from various funding streams. Analyze data, report results and recommend strategies to keep services in line with contracts.
- Ensure Accounting and Billing departments are responsive to internal and external customers.
- Work collaboratively with the CFO, Executive Vice President, Sr. Directors and Directors to ensure that we are meeting service requirements.
- Collaborate with the CFO and Executive Vice President to provide timely, accurate and appropriate information for proposal development and reporting.
- Work closely with 401k Plan fiduciaries to ensure compliance with all IRS regulations.
- Oversee outside vendors as needed to ensure preparation and filing of all financial statements, tax returns, and other required reports such as Federal form 990, 1095 and 5500, the company's 401k and pension plan reports, and discrimination testing reports.
- Comply with all Company policies and procedures as applicable.
- Other duties as assigned.
- Bachelor Degree or above in Accounting or related field.
- Three or more years accounting experience.
- Exposure to Los Angeles County Department of Mental Health contracts and fiscal management is highly desirable.
- Two (2) years of experience at a Controller level preferred.
- Comprehensive knowledge and experience in the application of generally accepted accounting principles.
- Certified Public Accountant, certified in the State of California, preferred.
- Ability to perform in a positive, courteous, flexible and adaptive manner.
- Able to exercise independent judgment and initiative.
- Strong analytical and problem-solving skills.
- Able simultaneously to focus on multiple priorities, monitor upcoming deadlines and complete needed work in a timely manner.
- Ability to supervise and motivate others to achieve at a high level.
- Computer literate and experienced with computer programs such as Microsoft Office Word, Outlook, Excel and PowerPoint.
- Must be able to communicate clearly, both orally and written.
- See well enough (with or without corrected vision) to read fine print, hand-written materials, and a computer screen.
- Speak and hear well enough (with or without assistive device) to converse in person and by telephone.
- Finger, handle, feel, and reach with hands and arms, including ability to use a computer keyboard.
- Ability to focus on work requirements for adequate periods of time sufficient to timely meet deadlines.
- Have the mobility (with or without assistive device) to stand, sit, crouch, and move from one work area to another.
- Have the strength to lift, carry or push office equipment and supplies used in normal job functions up to 20 lbs.
- Stamina to effectively perform work activities.

Salary : $110,000 - $150,000
